The Montenegrin government is considering the possibility of introducing visas for citizens of Russia and Belarus as early as October 1. This was reported by Dan, citing its sources, according to "Komersant Ukrainian".
This decision will be part of a phased harmonization of visa policy with European Union requirements.
In accordance with its commitments to Brussels, Podgorica must fully align its visa regulations with EU legislation by the end of 2027.

Eventually, the visa-free regime may be extended to citizens of Turkey, China, the United Arab Emirates, Qatar, Bahrain, and other countries for which the European Union requires visas.
The reform program approved by the government states that the country is required to gradually phase out visa-free agreements with countries whose visa policies do not align with those of the European Union.
At the same time, Montenegro is to begin implementing Schengen standards, including the collection of applicants’ biometric data.
According to reports, the authorities plan to engage the international operator VFS Global—which already cooperates with most Schengen countries and handles the collection of documents and biometric data before forwarding them to consulates—to process visa applications.
