A new scandal has erupted in Kyiv over development in the historic Pechersk district. At 43/11 Knyaziv Ostrozkykh Street, near the Kyiv-Pechersk Lavra, a 25-story residential complex approximately 80 meters tall may be built. The authors of a petition opposing the construction warn that the high-rise could block the historic view of the monastery and place an additional strain on the district’s infrastructure. The Kyiv City State Administration (KCSA) emphasizes that it did not approve the construction of an 80-meter residential building at this address, according to "Komersant Ukrainian"
At the same time, a legal dispute has arisen over the plot. The court of first instance overturned some of the urban planning restrictions imposed by the city, and the Kyiv City State Administration’s appeal was dismissed.
What building height did the Kyiv City State Administration allow?
When issuing urban planning conditions and restrictions, the Department of Urban Planning and Architecture defined the parameters of the future development, taking into account Kyiv’s General Plan, the historic environment, and planning restrictions.
The maximum height of structures on the site was set within the following limits:
- 13.5 meters;
- up to 26.5 meters.
The Kyiv City State Administration emphasizes that no other urban planning conditions or restrictions were issued that would have allowed for the construction of an 80-meter-tall residential building.
Thus, the city denies that it approved the height of the future building as stated in public discourse.
The court of first instance overturned part of the urban planning restrictions established by the Department for the development of the site.
The Kyiv City State Administration filed an appeal, but the court dismissed it. The city administration disagrees with this decision.
According to the Department’s assessment, the court’s decision effectively removes some of the restrictions that were intended to prevent high-rise development in this area.
The Kyiv City State Administration believes that construction parameters cannot be arbitrarily changed without making corresponding amendments to the urban planning documentation and without taking into account the interests of the local community.
Why the plot near the Lavra has sparked controversy
The land plot is located in the central historic part of Kyiv, not far from the Kyiv-Pechersk Lavra.
Development in such areas must take into account:
- the historical and urban planning context;
- the requirements of cultural heritage protection legislation;
- the provisions of Kyiv’s General Plan;
- height restrictions;
- the potential impact on historic vistas;
- the interests of the capital’s residents.

The Kyiv City State Administration notes that development in the city center cannot be viewed solely as the implementation of a private investment project.
Any construction must take into account the value of the historic environment, the strain on infrastructure, and the protected status of adjacent areas.

Kyiv residents have filed a petition against the skyscraper
A petition has appeared on the Kyiv City Council’s online petition website demanding a halt to construction at 43/11 Knyaziv Ostrozkykh Street.
The petition’s author claims that the developer, Budinvestitsii LLC, plans to build a 25-story building approximately 80 meters tall on the site.
The petition notes that such a structure could:
- affect the historic skyline of the Kyiv-Pechersk Lavra;
- exceed the height limits established for the area;
- increase the burden on roads and utility networks;
- damage the historic environment of Pechersk.
The petition also reports that demolition of the former communications school building has begun.
According to the author of the petition, the building is nearly 100 years old, was constructed in the Constructivist style, and is part of a valuable historic backdrop of buildings.
Residents are urged to grant the building protected status and prevent its demolition until an assessment of its historical and architectural value is completed.
The building’s official status, the legality of the demolition work, and the existence of the necessary approvals must be determined by the relevant cultural heritage and urban planning authorities.
The petitioners state that the site is located within the buffer zone of the UNESCO World Heritage Site—the Kyiv-Pechersk Lavra.

In such zones, new construction and renovation must be carried out with special attention to building height, building volume, and the impact on historic vistas.

What the Kyiv City State Administration Says About the Master Plan
The Department of Urban Planning and Architecture emphasizes that Kyiv’s General Plan remains the primary urban planning document at the local level.
The absence of an approved zoning plan for a specific area, according to city authorities, does not override the provisions of the Master Plan or the restrictions it establishes.
Nor should this automatically serve as grounds for increasing the height of future developments.
The Kyiv City State Administration considers it unacceptable to use urban planning conditions and restrictions to legalize a project that exceeds the parameters set by the city or changes the land use regime without following the proper procedure.
