Arsen Zhumadilov is stepping down as head of the Defense Procurement Agency

Arsen Zhumadilov, head of the Defense Procurement Agency, announced the early termination of his contract and his resignation from office. This was reported by "Komersant Ukrainian".

Zhumadilov announced his resignation during a press conference in Kyiv. According to him, the relevant statement has already been signed, and his last day on the job will be August 31.

Oleg Klyots will serve as acting head for the time being.

Arsen Zhumadilov: What Is Known About Him

An administrator and public figure of Crimean Tatar descent. He was born on August 1, 1985, in Simferopol. He graduated from Taras Shevchenko National University of Kyiv (Master’s degree in Law and Political Science) and the London School of Economics (“Public Management and Administration”).

In August 2014, by decree of President Petro Poroshenko, the position of Presidential Commissioner for Crimean Tatar Affairs was established, and Mustafa Dzhemilev was appointed to the post. A corresponding department was established within the Presidential Administration, and Arsen Zhumadilov was appointed its head.

From August 25, 2015, to March 10, 2017, he served as head of the Bilyayivka District State Administration in Odesa Oblast.

In August 2016, he won the competition for the position of deputy head of the Odesa Regional State Administration, but was not appointed due to the resignation of Regional State Administration Head Mikheil Saakashvili in the fall of 2016.

Since 2017, he has been a senior lecturer in the Department of Political Science at the National University of Kyiv-Mohyla Academy.

2019–2023: Director General of the State Enterprise “Medical Procurements of Ukraine.” Zhumadilov was the first person selected through a competitive process to lead “Medical Procurements of Ukraine.” He headed the state enterprise during a critical period of pharmaceutical procurement reform.

From October 30, 2023, to March 5, 2025 – Director General of the State Enterprise “State Logistics Operator.”

On March 6, 2025, he was appointed Director of the Defense Procurement Agency. He was appointed to this new position after the Ministry of Defense decided not to renew the contract with the previous head of the Defense Procurement Agency, Marina Bezrukova, contrary to the position of the supervisory board.
