The “Dnipro” Hotel and the Kalush Thermal Power Plant: Prozorro.Sales Reveals the Most Expensive Lots in 8 Years

Over the eight years of the small-scale privatization reform, nearly 26 billion hryvnias have been transferred to Ukraine’s state and local budgets as a result of online auctions conducted through the “Prozorro.Sales” system. According to Prozorro, more than 8,500 auctions have been completed since the launch of electronic bidding in 2018, and the value of the assets has increased 2.6-fold, reports "Komersant Ukrainian".
“It is telling that nearly 60% of all funds raised through small-scale privatization—amounting to nearly 15.2 billion hryvnia—were raised during the full-scale war. This demonstrates not only the resilience of the reform but also that businesses continue to see value in state and municipal assets and compete for them. It is competition that allows public property to be sold at market price and turned into a source of budget revenue,” — commented Ihor Dobrovan, CEO of Prozorro.Sales.
As a reminder, small-scale privatization auctions have been held on the “Prozorro.Sales” platform since 2018. Through these auctions, the state and local communities sell assets with a book value of up to 250 million UAH.
Distribution of Funds
The state budget received over 18.7 billion UAH of the total proceeds from the sale of assets by the State Property Fund of Ukraine and its regional branches. Additionally, nearly 7.2 billion UAH went to local budgets from the privatization of community assets.
The largest number of community assets sold during this period were in:
- Lviv Oblast—799 completed auctions totaling 1.8 billion hryvnias,
- Dnipropetrovsk Oblast — 530 auctions totaling 486.1 million UAH,
- Kyiv Oblast — 392 transactions totaling 1.3 billion UAH
- Kharkiv Oblast — 310 auctions totaling 189.6 million hryvnias.
- Zhytomyr Oblast — 300 lots totaling 504.3 million hryvnia.

Most Expensive Lots
The record-holders in terms of final sale price over the past eight years were:
- the Dnipro Hotel in Kyiv — 1.11 billion UAH (2020),
- the Kalush Thermal Power Plant – 801 million UAH (2021),
- the “Kvant” plant in the capital – 401.5 million UAH (2025),
- the “Kozatsky” Hotel in Kyiv – 400 million UAH (2024),
- the “Orion” Research Institute in the capital – 381 million UAH (2026).
Number of Participants
“During this time, more than 20,800 participants have already taken part in privatization auctions. On average, nearly three participants competed for state and municipal property at the auctions,” the statement reads.
The auction that attracted the most participants was the sale of an unfinished special garage for 50 cars in Kyiv—48 participants competed for the asset, driving its price up 28.7-fold to 30 million UAH.
In addition, there was record competition during the sale of a group of non-residential premises owned by the Uzhhorod Department of Comprehensive Design of the Ukrainian State Institute for the Design of Gardens and Vineyards “Ukrdiprosad” under the Ministry of Agrarian Policy of Ukraine. The property received 47 bids, and its value increased 818-fold—from a starting price of over 12,000 hryvnias to 10 million hryvnias.
Municipal Property
Over the past eight years, more than 1,000 organizers—local government bodies and municipal institutions throughout Ukraine—have conducted auctions for the privatization of municipal property. Among the most successful sales were, in particular:
- non-residential premises in Kyiv, where the “Kyivska Peripichka” establishment is located—150 million UAH (2024),
- premises owned by the “Drukar” municipal enterprise in Kyiv—138.1 million UAH (2020),
- non-residential premises in Lviv—116 million UAH (2019),
- a group of inventory assets belonging to the “Drukar” municipal enterprise in Kyiv—75.4 million UAH (2020),
- a polyclinic building in Lviv — 65.3 million UAH (2025).
Earlier in August, it was reported that the Ministry of Energy of Ukraine was preparing state-owned coal mining enterprises for transfer to the State Property Fund and subsequent privatization.
It also became known that during July, the State Property Fund of Ukraine held 52 successful online privatization auctions on the “Prozorro.Sales” platform.
In half a year, the State Property Fund of Ukraine generated over 3.45 billion UAH for the budget. This is 11 times more than the funds spent on financing the Fund’s own operations.
As a reminder, Dmytro Natalukha, head of the State Property Fund of Ukraine, stated that the Fund has improved the efficiency of privatization auctions. The share of successful auctions has risen to 22%, compared to approximately 7% previously.
