Terminate the powers of the chairman of the supervisory board of “SENS Bank”: The NBU has issued a statement

Following the release of new materials by the National Anti-Corruption Bureau of Ukraine (NABU) in the “Forest Gump” case, which involves the state-owned “Sens Bank,” NBU Governor Andriy Pyshnyy announced that the regulator is demanding the removal of Mykola Hladyshenko, chairman of the bank’s supervisory board, and will review the suitability of the entire board, according to "Komersant Ukrainian".

“The National Bank’s Committee on Banking Supervision and Regulation has ruled that Mykola Hladyshenko, chairman of the supervisory board of ‘Sens Bank,’ does not meet the independence requirements established by law,” Pyshnyy wrote.

As the NBU Governor noted, this means that Mykola Hladyshenko cannot be a member of the supervisory board, and his powers must be terminated. This refers specifically to termination, not suspension.

According to Pyshny, the NBU also demanded that the bank’s shareholder immediately terminate Hladyshenko’s powers and elect a new member to the supervisory board.

Following the release in May 2026 of materials known as the “Mindich tapes,” the National Bank launched an investigation into whether Hladyshenko met the criteria for independence.

Pyshnyy noted that this evidence was insufficient for the regulator to make a decision, so the NBU twice requested the NABU and the SAP to provide materials from the pre-trial investigation. Law enforcement agencies did not provide them due to restrictions related to the pre-trial investigation.

“Law enforcement agencies did not disclose these materials, citing restrictions related to the pre-trial investigation. Under these circumstances, the National Bank continued its own review within the scope of its supervisory powers. For the duration of the audit, Mykola Hladyshenko recused himself from his duties on his own initiative,” the NBU Governor stated.

According to Pyshny, the situation changed after the National Anti-Corruption Bureau of Ukraine (NABU) released materials from Operation “Forest Gump.”

“They contain important facts and information from the pre-trial investigation materials concerning ‘Sens Bank’ and its officials. Upon receiving this new public information, the Committee immediately assessed it within the framework of the already ongoing administrative proceedings,” the head of the National Bank stated.

Based on the results of the assessment, the NBU Committee concluded that there are sufficient grounds to determine that Gladyshenko does not meet the requirements for independence.

In addition, the National Bank opened separate administrative proceedings to assess the collective fitness of “SENS Bank’s” supervisory board.

“The published materials provide grounds to believe that Mykola Hladyshenko’s self-recusal was merely a formality and that, in fact, he continued to influence the bank’s activities. The supervisory board’s failure to respond appropriately to this situation calls into question the ability of its members to ensure proper oversight of the bank’s activities and to effectively perform their assigned duties,” Pyshnyy explained.

Operation “Forest Gump”

As reported by [Komersant] on August 19, the NABU and the SAPO released details of Operation “Forrest Gump.” According to the investigation, a group of individuals organized the laundering of 150 million hryvnias obtained through criminal means, presumably to post bail for former Minister of Energy and Justice Herman Galushchenko. On June 29, bail in the amount of 150 million hryvnias was posted for Halushchenko.

Among those involved in the scheme, law enforcement officials named, in particular, Mykola Hladyshenko, chairman of the supervisory board of “SENS Bank,” and Oleg Stupak, chairman of the bank’s management board.

According to investigators, “SENS Bank,” companies under their control, and individuals were used to launder the funds, and plans for the transactions were coordinated with the bank’s top management.

The Verkhovna Rada summoned National Bank Governor Andriy Pyshnyy to a meeting on August 20 at 11:00 a.m. following the publication of a high-profile investigation by the National Anti-Corruption Bureau (NABU).

Earlier, Prime Minister Serhiy Koretskyi announced that the Cabinet of Ministers had decided to suspend Mykola Hladyshchenko, chairman of the supervisory board of the state-owned “SENS Bank.”
