A Reliable Power Supply Instead of Blackout Schedules: The Cabinet of Ministers Has Proposed Three Options for Businesses

The Cabinet of Ministers has amended the conditions for applying electricity supply restrictions to industrial and commercial consumers. Businesses will be able to cover at least 80% of their energy consumption with their own, distributed, or imported electricity. The Cabinet of Ministers officially announced the change in rules, citing First Deputy Prime Minister and Minister of Energy Denys Shmyhal, according to "Komersant Ukrainian"
The Cabinet of Ministers of Ukraine has adopted a decision aimed at accelerating the development of distributed generation and increasing commercial electricity imports. The new mechanism is intended to provide businesses with an additional incentive to invest in their own energy capacity and reduce the load on the Ukrainian power grid.
Which businesses will be exempt from restrictions
Measures to restrict electricity supply will not apply to industrial and commercial consumers who cover at least 80% of their own electricity consumption using sources designated by the government.
This includes:
- self-generated electricity;
- electricity from distributed generation facilities;
- electricity imported from abroad.
Thus, a company has three main options: install its own generating equipment, arrange for supply from a local producer, or purchase imported electricity.
How Distributed Generation Will Work
The mechanism will cover gas piston and gas turbine plants. At the same time, the electricity producer and the consumer enterprise must be located within the territory of the same distribution system operator.
This makes it possible to create local energy clusters in which a single plant will supply electricity to businesses located within the corresponding grid.
The government expects that the new conditions will stimulate the construction of generating capacity, primarily in regions with energy shortages. The development of such facilities is also provided for in the state-approved Strategy for the Development of Distributed Generation through 2035.
Why Is the Government Encouraging Electricity Imports?
Purchasing electricity from abroad helps partially offset domestic shortages, especially during peak consumption periods or when Ukrainian power generation facilities are damaged.
The ability to avoid restrictions provided the 80% rule is met should increase businesses’ interest in commercial imports. At the same time, the cost of such electricity will depend on market prices, the transmission capacity of cross-border interconnections, and transmission costs.
Who will oversee compliance with the rule
The government decision regulates the interaction between:
- NPC “Ukrenergo”;
- distribution system operators;
- electricity suppliers;
- distributed generation producers;
- consumer enterprises.
It is precisely the exchange of information between these participants that should make it possible to verify the origin of electricity and determine whether a specific consumer has met the 80% requirement.
The government announcement does not specify the billing period used to determine this share or what documents the enterprise must submit.
Does the 80% rule guarantee an uninterrupted power supply?
The government’s wording refers to the non-application of measures to restrict electricity supply. It should not be interpreted as an absolute guarantee against any power outages.
Accidents, damage to power grids, military operations, or technical inability to transmit electricity can cause power outages regardless of how the electricity is procured. Therefore, businesses for which uninterrupted operation is critical still need backup power and an emergency response plan.
