UAVs attacked the LUKOIL oil refinery in Perm — news

On the morning of August 21, explosions were heard in Perm as Russian air defense forces repelled a drone attack. This was reported by local Telegram channels, according to "Komersant Ukrainian".

According to local residents, several powerful explosions were heard in the city’s Industrial District. Shortly afterward, the sounds of Russian air defense systems in action could be heard.

What is known about the refinery

LUKOIL-Permnefteorgsintez (PNOS) in Perm is a very large and strategically important oil refinery, not just an oil depot.

  • It has been in operation since 1958 and became part of the LUKOIL group in 1991.
  • Capacity: approximately 13.1 million metric tons of crude oil per year, according to current estimates.

PNOS has deep-refining units—including hydrocracking, catalytic cracking, and coking. Finished products are shipped by rail, road, river, and oil product pipeline.

In the event of serious damage to individual units, this could potentially affect not only gasoline or diesel production but also the overall volume of oil refining and the region’s fuel supply.

This is not the first attack on the refinery. The facility had already suspended operations following attacks by long-range UAVs in the spring and in July.

As a reminder, on August 19–20, the Ukrainian Defense Forces carried out strikes against key Russian oil infrastructure facilities. The targets included the TANECO oil refinery in Nizhnekamsk, Tatarstan, and the Tamanneftegaz oil terminal in the Krasnodar Krai.

Fires broke out on the premises of both facilities. It is known that TANECO is capable of refining up to 16 million metric tons of crude oil per year and supplies the Russian military with fuel and other petroleum products, while the Taman terminal has a transshipment capacity of up to 19.9 million metric tons of crude oil, petroleum products, and liquefied hydrocarbon gases per year.

In addition, on the morning of August 19, Ufa in Bashkortostan was attacked by drones, after which a fire broke out on the grounds of one of the oil refineries. According to local authorities, the drone damaged an oil refining unit and pipelines.
