Water utilities’ electricity bills have exceeded 10 billion hryvnias: details

As of the end of 2025, water utilities’ electricity debts exceeded 10 billion hryvnias. The majority of the debt is concentrated in just two companies.
This was reported by the NEURC , according to "Komersant Ukrainian".
Two companies alone accounted for 85% of the total debt: the municipal enterprise “Kharkivvodokanal” and the municipal enterprise “Company “Voda Donbasa.” These are companies operating in the regions most affected by hostilities, as noted by the National Commission for State Regulation in Energy and Public Utilities (NEURC).

Payment Discipline
Despite significant debts, some water utilities demonstrate a high level of payment discipline. According to monitoring of enterprise activities in 2025, 31 water utilities achieved an electricity payment rate of over 95%.
The weighted average payment rate of NEURC licensees for electricity consumed during the year was 87%.
Some water utilities even exceeded a 100% payment rate. For example, the Nikopol Water Utility and Chernihiv Water Utility reached 108%, while the Zhytomyr Water Utility reached 107%.

Earlier, Prime Minister Yulia Svyrydenko stated that the government is preparing systemic solutions to stabilize payments in the electricity market.
