NUR has launched a grant program for entrepreneurs: who is eligible for funding

The National Development Agency (NDA) has launched the program “Moving Forward: Grants and Consulting for Microenterprises.” Certain categories of entrepreneurs can receive up to 8,000 euros in grant support for the development or restoration of microbusinesses in the regions of Ukraine most affected by the war. This is reported on the NDR website, according to "Komersant Ukrainian".
“The program is aimed at supporting microenterprises that continue to operate amid the war. Particular emphasis is placed on women entrepreneurs, IDPs, and veterans as the most vulnerable groups due to the full-scale aggression,” the statement reads.
According to NUR, the program’s goal is to strengthen the economic resilience of microbusinesses, preserve jobs, and support entrepreneurial activity in regions facing the greatest challenges due to the war. Participants can receive up to 8,000 euros for business development or recovery.
Where funds can be allocated
According to NUR, the program is being implemented in the Sumy, Kherson, Kharkiv, Zaporizhzhia, Dnipropetrovsk, Mykolaiv, and Odesa regions.
Funds may be used for:
- energy-efficient investments;
- repair or replacement of damaged equipment;
- purchasing raw materials and supplies;
- marketing services and sales development.
The 50 selected microenterprises will receive expert support through the NUR Platform, including:
- diagnostic business sessions;
- individual consultations and mentoring;
- consultations on taxation, accounting, and legal issues.

A series of online and offline seminars is planned for at least 200 participants in the following areas: finance and lending;
- marketing and sales;
- operations management and digitalization;
- human resources and leadership;
- legal and accounting support for businesses.
“The program is funded by the German government and implemented by the German federal company Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The National Development Agency, in cooperation with Oschadbank, serves as the implementing partner,” the statement reads.
As a reminder, on October 9, 2025, the Verkhovna Rada adopted in the second reading a draft law on the establishment of the National Development Agency—a specialized state institution focused on the recovery and structural transformation of the economy.
In February 2026, the Ministry of Finance approved the charter of the National Development Agency.
The National Development Agency (NDA), the successor to the Entrepreneurship Development Fund (EDF), is a state financial institution whose mission is to support the financing of micro, small, and medium-sized enterprises (MSMEs) in Ukraine on accessible terms.
The NDI provides entrepreneurs with access to financial resources, ancillary services, and programmatic support, thereby promoting private sector growth, job creation, and the competitiveness of Ukraine’s economy.
Strategic Role
NUR functions as a “second-tier” financial institution and operates exclusively through partner banks and non-bank financial institutions. Its activities are aimed at:
- supporting MSME financing—providing accessible financing for entrepreneurs by combining various financial instruments: preferential loans, loan guarantees, interest rate subsidies, and grant support to offset investment costs;
- supporting the banking sector—building a sustainable infrastructure for long-term business financing;
- developing entrepreneurs’ competencies – training and improving their financial literacy;
- cooperation with international partners – attracting financial and technical resources to implement MSME support programs.
