The Kyiv City State Administration explained how it calculated the increase in public transportation fares

The single-ride fare for public transportation in Kyiv, set at 30 UAH, is based on the actual operating costs of the companies in 2025. This was reported by the Department of Economy and Investment of the Kyiv City State Administration, according to "Komersant Ukrainian".

“The fare for a single ride on public transportation, set at 30 UAH, is calculated based on the actual costs of the companies in 2025—taking into account rising prices for industrial goods and services, costs for electricity and fuel, higher prices for spare parts, repairs to the rolling stock, and the need to ensure competitive wages for transportation industry employees,” — the statement reads.

As explained by the Kyiv City State Administration, an analysis of the companies’ actual costs indicates a significant increase in certain indicators factored into the proposed fare. In particular, labor costs and electricity charges for the capital’s metro system rose by 61.7% and 66.9%, respectively.

“Kyivpastrans’ expenses for fuel and lubricants increased by 74.8%, and for the repair and maintenance of infrastructure and rolling stock—by 63.3%. At the same time, the passenger volume of municipal transport companies decreased by an average of 42% compared to the figures used during the last fare review in 2018,” the Kyiv City State Administration reports.

Therefore, the rise in costs for energy, labor, and rolling stock maintenance has led to an increase in the cost of transportation and the cost per passenger, the agency explains.

In addition, since the last fare review in 2018, key economic indicators that directly affect the cost of transportation have changed significantly.

Specifically:

  • the consumer price index for 2018–2025 is 212.5%, and taking into account the forecast for 2026, it is 233.5%;
  • the minimum wage has increased 2.3-fold—from 3,723 UAH in 2018 to 8,647 UAH as of January 1, 2026;
  • the average salary in Kyiv has increased 3.7-fold—from 13,548 UAH in 2018 to 49,381 UAH in March 2026;
  • the electricity tariff for transportation companies increased 6.6-fold—from 2.25 UAH/kWh to 14.93 UAH/kWh;
  • the cost of diesel fuel for the Kyivpastrans municipal enterprise increased 3.7-fold—from 24.26 UAH/liter to 89.42 UAH/liter (average monthly price of diesel fuel in April 2026).

Transportation companies in the capital have calculated an economically justified fare for 2026. Thus, the fare for the metro is 64.60 UAH, and for buses, trams, trolleybuses, and the funicular—44.14 UAH.

“At the same time, given the social sensitivity of the issue of raising fares in the capital, the calculation of the single-ride fare at 30 hryvnias took into account the actual, rather than planned, expenses of transport companies in 2025,” the statement reads.

Thus, the proposed single-ride fare of 30 UAH is only an approximation of an economically justified rate, as it is lower than the full calculated level. It was determined with an eye toward maintaining a balance between the financial stability of transport companies and the affordability of transit for the capital’s residents amid the significant economic consequences for the capital caused by the war.

“If the fare remains at 8 UAH, the city will be forced to significantly increase subsidies to transport companies from the budget. This could affect funding for measures to restore energy infrastructure and prepare the capital for the next heating season,” the Kyiv City State Administration reported.

In addition, this will have consequences for the transportation sector: a reduction in the volume of repair work, a deterioration in the technical condition of the rolling stock, longer intervals between transport services, a shortage of personnel due to uncompetitive wages, and delays in the modernization of transportation infrastructure.

Currently, a ride on Kyiv’s municipal public transport costs 8 UAH.

As a reminder: Starting July 15, 2026, Kyiv plans to increase fares on municipal public transportation: a single trip will cost 30 UAH. A discount system will be in place for passengers who regularly use city transportation.

Monthly passes are also planned, with the cost of a single trip amounting to approximately 23.3–23.6 UAH.

The public may submit suggestions and comments on the draft order until June 1, 2026.
