The dispute concerns a property located in the block between Sobornosti, Prosvity, and Anton Hrytsay Streets, where the regional trade union council’s property was previously located. Currently, the prosecutor’s office is seeking to revoke the ownership rights to a commercial building with an area of nearly 300 square meters at 37-l Sobornosti Street, which is owned by Center Stroyinvest Co. LLC.
According to Yevhen Hladiy, the prosecutor of the Poltava region , law enforcement officials consider the structure to be an unauthorized construction. The prosecutor’s office asserts that the structure was built without the necessary permits, an approved design, or proper land registration; therefore, the prosecutor’s office has filed a lawsuit in the interests of the local community.

However, the courts of first and appellate instances have already denied the claim. The case is currently pending before the Commercial Court of Cassation, which is scheduled to resume proceedings on July 21, 2026.

Among the owners of the disputed property is Dmytro Petrov, a former member of the Poltava City Council who represented the “Batkivshchyna” faction from 2015 to 2020. He also headed the trade union of small and medium-sized business owners and was involved in the activities of industry-specific trade union organizations.
For their part, representatives of the owners insist that the building has existed since the 1950s and therefore cannot be considered an unauthorized structure. They also note that they received the necessary approvals from local government authorities when processing the land registration documentation.

At the same time , law enforcement agencies are investigating a criminal case to verify the authenticity of the documents submitted to the court by the property owners. The prosecutor’s office reports that expert examinations are being conducted and possible instances of forgery of certain documents are being investigated.
The dispute over the property is unfolding against the backdrop of the deterioration of some of the historic buildings in downtown Poltava. In particular, an architectural monument of local significance—the Governor-General’s House at 37 Sobornosti Street—is in a state of disrepair. It previously belonged to the trade unions and is now state-owned.
