The Pechersk Court has lifted the seizure order on the Trade Union Building on Maidan

On May 13, 2026, the Pechersky District Court of Kyiv ruled to lift the seizure and transfer to the ARMA of the Trade Union Building located at 2 Maidan Nezalezhnosti in Kyiv. This decision was entered into the Register of Court Decisions, according to "Komersant Ukrainian".  

The property had been seized on June 3, 2025, as part of criminal proceedings initiated in August 2019 by the Main Investigation Department of the State Bureau of Investigations.

In addition to the Trade Union House, another building belonging to the federation—the MCCM at 1 Alley of the Heroes of the Heavenly Hundred—was also seized. Both properties were transferred to the management of the National Agency for the Identification and Management of Assets (ARMA).

The Defense’s Position

The federation’s attorney stated that the seizure was imposed without grounds and disproportionately, and that the prosecution failed to prove a genuine need to maintain the restrictions. He emphasized that the federation continued to bear the costs of maintaining the seized property, which, in the defense’s view, demonstrates the owner’s good faith.

Court Decision

The investigating judge agreed with the defense’s position regarding the right of use, noting that the prosecution had not provided sufficient evidence to justify the continued restriction.

However, the court upheld the prohibition on the alienation and disposal of the property, as the attorney failed to prove that this measure was unfounded or that the need for it had ceased to exist.

Separately, the court revoked the transfer of the building to ARMA’s management, as this measure is a consequence of the seizure: if the seizure regarding use is revoked, there is no basis for the property to remain with the agency.

In accordance with the law on ARMA, once the ruling takes legal effect, the agency is obligated to return the property to its lawful owner within ten business days.

Earlier, the prosecutor’s office filed a lawsuit demanding the return to the state of a monument of national significance—the building of the International Center for Culture and Arts in central Kyiv. Financial issues related to the management of the Trade Union House were also reported. The “KAMPariet” consortium did not pay the state any profit-sharing fees, which caused outrage among representatives of the Verkhovna Rada’s Anti-Corruption Committee.

It should be noted that the National Agency for Asset Tracing and Management (ARMA) has documented violations of the terms of the management agreement for the Trade Union House in Kyiv.
