Trade Union House is under threat: ARMA reveals violations by the manager and awaits explanations

The National Agency for Asset Recovery and Management (ARMA) has recorded a violation of the terms of the management agreement for the Trade Union Building in Kyiv, "Komersant Ukrainian" reports.
The issue is the debt of the company KAMPARITET, which received the right to manage the seized asset.
Based on the results of the inspection, which lasted from August 20 to September 5, 2025, the manager was given until the end of September to eliminate the deficiencies and provide official explanations.
ARMA’s position
The agency emphasized that after receiving the explanations, it will make a decision on further management of the property.
Among the options is the use of response measures provided for by law, including the possibility of changing the manager.
“Based on the results of the inspection and the explanations received, ARMA will make a decision on further management of the asset,” the statement said.
What did the manager violate?
- accumulated debts for the use of the facility;
- failed to fulfill financial obligations to the state in a timely manner;
- failed to ensure proper maintenance of the asset.
According to media reports, as of the beginning of August, Camparitet’s debt amounted to about UAH 2 million (including UAH 1.2 million of the guarantee payment and more than UAH 135 thousand of fines).
What happens if CAMPARITET does not fulfill the conditions
According to the law, ARMA has the right to impose a number of sanctions on the manager:
- termination of the agreement;
- transfer of the asset to another manager based on the results of a new tender;
- financial penalties and additional fines;
- if signs of abuse are detected, initiate criminal proceedings.
In other words, if CAMPARITET does not eliminate the violations by the end of September, the consortium may lose the right to manage one of the key buildings in the capital.
Why this is important
The House of Trade Unions is one of the most iconic buildings in Kyiv, which has a symbolic meaning after the events of the Revolution of Dignity.
Any violations in its maintenance attract close public attention and may call into question the effectiveness of the seized asset management system itself.
In May 2025, the court transferred the House of Trade Unions to the management of the ARMA as part of criminal proceedings.
An independent appraisal determined the market value of the property at UAH 850 million.
In June, a tender was held on the Prozorro platform, and the winner was the CAMPARITET consortium.
Under the terms of the contract, the manager was to ensure the maintenance of the building, financial discipline and the safety of the asset.
