Two businessmen demanded bribes amounting to millions for the procurement of UAVs for the State Border Guard Service

In August 2025, a corruption scheme involving the procurement of unmanned aerial systems for the State Border Guard Service of Ukraine (SBGS) came to light.
This was reported by the NABU press service , according to "Komersant Ukrainian".
The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have exposed two suspects accused of extorting an especially large bribe.
Participants in the scheme:
- An official of the State Border Guard Service of Ukraine: Accused of conspiring with the owner of a private company.
- Owner of a private drone manufacturing company: His company was to be the winner of the tender.

How the scheme unfolded
One of the military units of the State Border Guard Service initiated the procurement of drones. A private company was admitted to the negotiation procedure, offering products for 825 million UAH.
Another UAV manufacturer, citing alleged agreements with the State Border Guard Service, asked not to lower the price so that his company would win. However, the private company did lower the price and won the tender.
After losing the tender, the competitor began demanding $1 million from the winner to ensure the “smooth” conclusion of the contract with the State Border Guard Service. The sum was to be divided between him and officials of the border guard service.
To convince the company’s director, a phone call was arranged with a representative of the State Border Guard Service, who confirmed the demands, citing approval from the agency’s administration.
