“Forests of Ukraine” Will Pay 1.6 Million Hryvnia to Find a New CEO: Recruiter Selected

The State Specialized Economic Enterprise “Forests of Ukraine” has concluded a tender for the procurement of services to identify and select candidates for the position of CEO. The winner of the auction was Telent Advisors LLC, which offered to perform the work for 1.599 million UAH, according to "Komersant Ukrainian", citing data from “Prozorro.”
The procurement was announced on June 25, 2026, with an estimated cost of 2 million UAH. The electronic auction took place on July 24.
Two companies participated in the bidding: Telent Advisors LLC with an initial bid of 1.9 million UAH, and a final bid of 1.599 million hryvnias, and Executive Search Ukraine LLC, with a final bid of 1.6 million hryvnias.
Accordingly, the potential winner of the procurement won by a symbolic margin of 1,000 UAH.
The scope of the procurement includes full support for the selection of the head of the State Enterprise “Forests of Ukraine” in three stages:
- the formation and approval by the Supervisory Board of a long list of candidates;
- compiling a shortlist and evaluating the candidates;
- supporting the procedure until the final selection of the CEO.
A final decision from the contracting authority is currently pending.
What is known about the winner
Telent Advisors LLC operates in the Ukrainian executive search and HR consulting market. According to public records, the company regularly wins government contracts.
In total, the company has participated in 22 government tenders. Its sales through the public procurement system amounted to:
- 2026 – 9.4 million UAH;
- 2025 – 8.8 million UAH;
- 2024 – 66.8 million UAH;
- 2023 – 3.96 million UAH;
- 2022 – 48,000 UAH.

In June 2026, Telent Advisors LLC signed a contract worth 6.6 million UAH with JSC “Energoatom” to search for candidates for the positions of Chief People Officer (CPO), Chief Legal Officer (CLO), and Chief Commercial and Strategy Officer (CCSO).
In addition, this year, “Talent Advisors” won a tender from JSC “Motor Sich” to provide executive search and recruitment services (a contract worth 1.3 million UAH), and had previously won another tender from the State Enterprise “Forests of Ukraine” —to provide consulting services for analyzing the organizational structure of the State Enterprise “Forests of Ukraine”’s management apparatus— worth 2.4 million UAH.

“Talent Advisors” also facilitated the selection of the chairman of the board of Ukreximbank in 2019 and 2024, participated in competitions to select members of PrivatBank’s board of directors, specifically for the position of Chief Operating Officer (COO), and served as a recruiter during the shortlisting of candidates for the supervisory board of the Defense Procurement Agency of the Ministry of Defense.
Anna Kuznetsova has been the head of Telent Advisors LLC since May 2022.
The company is owned by Oleksiy Komlichenko. In 2022, Nadiya Gorb stepped down from her positions as co-founder and ultimate beneficial owner.
Criminal proceedings regarding PrivatBank’s procurement
At the same time, Telent Advisors LLC was mentioned in 2019 in materials related to criminal proceedings concerning the procurement of services for the state-owned PrivatBank.
This refers to criminal case No. 42018040000000891, initiated in 2018 under Part 4 of Article 191 of the Criminal Code of Ukraine (misappropriation of property on an especially large scale). Investigators examined the circumstances surrounding PrivatBank’s 2018 contracts for consulting services, expert market research, and executive recruitment with a representative of the international firm Odgers Berndtson in Ukraine — Telent Advisors LLC, as well as with CFC Consulting Company LLC.
According to investigators, PrivatBank’s management entered into contracts with external consultants for personnel recruitment services despite the bank having its own human resources departments.

As a reminder, in February of this year, Oleksiy Kucher (former governor of Kharkiv Oblast and current head of the State Regulatory Service—ed.), chairman of the supervisory board of the state enterprise “Forests of Ukraine,” was dismissed from this position.
