Where in Ukraine are pensions the highest: new data following the indexation of payments

Following the pension indexation in 2026, the average pension payment in Ukraine increased by 14% and currently stands at 7,236 hryvnias. At the same time, despite the increase, nearly one in four pensioners still receives about 3,500 hryvnias per month. The highest pensions are traditionally found in Kyiv, and the lowest in the Ternopil region. This is reported by "Komersant Ukrainian", citing data from ” OpenDataBot.”
Following the March indexation, the structure of pension payments has changed, but the gap between regions and different categories of pensioners remains significant.
How much did pensions increase in Ukraine after the indexation
According to available data, the average pension in Ukraine in 2026 increased by 14%. It currently stands at 7,236 hryvnias.
It is also noted that in March 2026, the Pension Fund conducted an automatic indexation of payments for 9.5 million citizens. As a result, the average pension nationwide reached 7,137.26 hryvnias, and the average increase amounted to 648.93 hryvnias.

Thus, the indexation significantly raised the average level of payments, but did not change the fact that a significant portion of pensioners continue to receive relatively low amounts.
How many pensioners are there in Ukraine now
As of now, there are 10.05 million pensioners in Ukraine.
At the same time, from January to March 2026, the number of pensioners decreased by 116,000. For comparison, on average, Ukraine loses about 170,000 pensioners each year, and over four years of full-scale war, their number has decreased by 740,000.

What pensions do Ukrainians receive after indexation?
Despite the rise in average figures, a significant portion of Ukrainian pensioners continue to receive rather modest payments.
Nearly one in four pensioners in Ukraine, or about 28%, receives approximately 3,500 hryvnias per month. At the same time, over the past year, the share of people with the lowest pensions decreased from 36% to 28%.
The largest group of pensioners receives between 5,000 and 10,000 hryvnias. This amounts to 3.66 million people, or 36% of the total. The average pension in this category is 6,686 hryvnias. Over the past year, the share of such pensioners has risen from 29% to 36%.
The number of people receiving over 10,000 hryvnias is also growing. Currently, this amounts to 1.86 million pensioners, or 19% of the total. While a year ago this figure was 15%, it has now increased. In this group, the average pension reaches 16,500 hryvnias.
At the same time, the share of pensioners receiving payments between 4,000 and 5,000 hryvnias is gradually decreasing. Currently, this group comprises 1.74 million people, or 17%. A year ago, this figure was around 20%. The average pension in this category is approximately 4,500 hryvnias.

Which regions of Ukraine have the highest pensions
The highest pension payments are traditionally recorded in the capital.
According to analysts, the average pension in Kyiv is 9,864 hryvnias. This is the highest figure in the country.
Overall, pensions reach or exceed the national average in only eight regions. This indicates a significant disparity in pension levels across regions.
Where are the lowest pensions in Ukraine
The lowest pension payments are recorded in the Ternopil region.
In this region, the average pension is 5,612 hryvnias. Thus, the gap between Kyiv and the Ternopil region is very noticeable.
In which regions have pensions increased the most
The Rivne and Zhytomyr regions showed the largest increase in the average pension over the year.
In Rivne Oblast, the average pension increased by 22%, and in Zhytomyr Oblast—by 20%. These regions became the leaders in terms of the growth rate of payments following indexation.

How many working pensioners are there in Ukraine
Analysts also note that nearly one in four pensioners in Ukraine continues to work.
Currently, this amounts to 2.8 million Ukrainians. Their average pension is higher, at about 7,900 hryvnias per month.
This means that working pensioners, on average, receive more than the national average.
What the 2026 pension indexation revealed
The March 2026 pension indexation revealed several important trends. On the one hand, the average pension increased, and the share of people receiving the lowest payments decreased. On the other hand, a significant portion of Ukrainian pensioners still live on amounts of around 3,500 hryvnias, and the disparity between regions remains noticeable.
It is also evident that the proportion of pensioners receiving over 10,000 hryvnias is growing, indicating a gradual shift in the payment structure toward higher categories.
