€4 billion for defense: what Ukraine and Germany’s new package means

Ukraine and Germany have agreed on a large-scale defense cooperation package worth €4 billion. It includes strengthening air defense capabilities, investing in long-range systems, and launching joint drone production. This was announced by Defense Minister Mykhailo Fedorov following talks with Boris Pistorius, according to [Komersant].
What’s included in the package
The agreements cover three key areas:
- strengthening air defense
- development of deep strike capabilities
- joint production of drones
This involves not only supplies but also long-term industrial cooperation.
AD: Focus on multi-layered protection
The main focus is on air defense:
- Germany will fund several hundred missiles for Patriot systems
- The delivery of 36 IRIS-T launchers is planned
This is intended to:
- strengthen the protection of cities
- protect critical infrastructure
- create a multi-layered air defense system
Long-range capabilities
A separate agreement concerns the development of deep-strike capabilities:
- €300 million in investments
- Expansion of Ukrainian weapons production

Drones and AI: a new phase of cooperation
As part of the Build with Ukraine initiative:
- launch of joint production of mid-strike drones

- first phase — 5,000 drones for the Defense Forces
