Electronic resolutions and referrals to the MEC. The Ministry of Defense provided details

The Ministry of Defense has explained the details of the work of electronic decisions and referrals to the military qualification commission. The defense ministry has answered the most common questions on this issue on its website, "Komersant Ukrainian" reports.

The ministry noted that the reform of the MEC is designed to make military medical examination as convenient, fast and transparent as possible. This is a complex process that involves digitalization of procedures and improvement of the regulatory framework.


How does the electronic referral to the MEC work?

It’s simple: you just need to log in to the Reserve mobile application, which is already used by 4 million people liable for military service, and submit a request. You no longer need to go to the MCC and spend time and effort to get a paper referral.

When the MCC signs the electronic referral, the person receives a notification to the Reserve, and the required document appears in the “Referral to the MEC” section. Then you can go directly to the designated health care facility to undergo a medical examination.

Who can request an electronic referral?

The service can already be used by all persons liable for military service, both those who wish to undergo an examination and those who have received a paper summons to undergo a medical examination. It is enough to submit a request to the Reserve.

What happens if you generate an electronic referral and do not come to the OPC?

If a person liable for military service wishes to undergo a VLC but fails to appear, the referral to the Reserve remains valid for 15 days from the date of the examination. After that, the request must be submitted again, and the application will receive a referral with the same or updated details.

If a person liable for military service receives a call-up for a CMC, submits a request to the Reserve, receives an electronic referral and fails to appear within 14 days of the scheduled date of the examination, this is a violation of the accounting rules, which is subject to administrative liability.

What is an electronic decision of the IMC?

A MEC decision is a conclusion that the military medical commission forms after the examination.

Previously, resolutions were written manually and sent to the MCC in paper form. It took time, and the data could be lost during the transfer.

The Ministry of Defense has simplified the process by developing an electronic office of the MEC in the MIS of the Armed Forces of Ukraine. The new functionality allows commissions to receive and transfer documents online, speeding up their processing and minimizing the risk of data loss.

What are the advantages of electronic resolutions for persons liable for military service?

There is no longer a need to transfer the decision of the MEC to the MCC or wait for the commission to send paper documents and have them recorded in the system. The electronic data will automatically go to the Oberig register, and the conclusion of the military qualification commission will be displayed in the Reserve application much faster.

What are the benefits of electronic decisions for the military?

The previous history of the conducted VLCs for both persons liable for military service and military personnel will be stored in the MIS of the Armed Forces of Ukraine, which will provide a comprehensive assessment of a person’s condition during the examination.

Thanks to electronic orders, the military will soon be able to apply for health-related payments, benefits and services directly in the Army app.

In addition, the Ministry of Defense has digitalized the certificate of injury. The commander can now generate it in the EDMS, after which the document will automatically be sent to the electronic cabinet of the military medical examination board. The serviceman no longer needs to obtain the original certificate from the commander and carry a paper document – it is enough to go directly to the MEC for examination.

The electronic office of the EC also opens up opportunities for further automation of processes, including simplification of the registration of medical treatment leaves and dismissals for health reasons.

Is the electronic issuance of resolutions mandatory for all the IECs?

Starting from March 1, 2025, electronic resolutions will be issued by those IMCs who have registered in the electronic cabinet, undergone training and have mastered the functionality. Within a month, all commissions must join the system.

And starting from April 1, the electronic format of resolutions will become mandatory for all HQCs.

What if the commission does not have access to the information system for technical reasons?

If the technical capability is temporarily absent, the HQC may issue resolutions on paper. After the technical capability is restored, the employees of the MPC are obliged to enter the data into the MIS of the Armed Forces of Ukraine with a note on the availability of a paper original.

Will I get the decision (resolution) of the MEC in my hands after the examination?

If the decision is issued as a certificate of the MEC (for conclusions on fitness for military service, as well as conclusions on the need for treatment, medical leave, etc.), the commission may print and hand you a hard copy of the electronic decision after the examination.

If the resolution is issued as a certificate of illness (to declare you unfit for military service), the commission must approve the conclusion with the regular military medical examination commission (i.e., central or regional). Such a decision can be obtained only after its official approval.

Can the MEC ask a person to personally take the papers to the MCC?

No, the SLC must submit the decision to the TCC on its own. Thanks to the electronic cabinet, the resolution is now issued electronically in the MIS of the Armed Forces of Ukraine, after which it is automatically entered into the Oberig register and, consequently, to the CTC.

Can the MEC enter conclusions into the system without actual examinations?

No, the MEC must conduct an examination. During the examination, doctors from healthcare facilities familiarize themselves with the medical records in the Electronic Healthcare System (EHS) and other medical documents provided by the person and enter their records into the EHS.

After the examination, the staff of the MEC – the chairman of the commission, all members who participated in the meeting, and the secretary – certify the electronic decision with qualified electronic signatures (QES). All decisions are recorded in the MIS of the Armed Forces of Ukraine, which simplifies their control and tracking. Thus, digital transformation makes military medical expertise more transparent.

How can I appeal a decision enshrined in an electronic decision of the MEC?

The appeal procedure remains relevant. If a person does not agree with the conclusion of the MEC, he or she can file a complaint with the regular MEC (central or regional) or appeal the decision in court. This right is provided for in Chapter 3, Section I of Order No. 402 of the Ministry of Defense.

What regulatory act regulates electronic decisions of the MPC?

Amendments to the Order of the Ministry of Defense of Ukraine No. 402 dated 14.08.2008 “On Approval of the Regulation on Military Medical Examination in the Armed Forces of Ukraine” provide for the introduction of a MEC office, replacement of paper forms of MEC decisions with electronic ones, and simplification of paper reporting.
