Fedorov Revealed Details of His Communication with Musk: Negotiations Are Ongoing

Ukraine is continuing negotiations with American entrepreneur Elon Musk regarding the expansion of the Starlink satellite system’s capabilities. According to Mykhailo Fedorov, the parties have already discussed the use of this technology in a wartime setting on multiple occasions, and a new phase of consultations is currently underway.
This was reported by "Komersant Ukrainian", citing an interview with Mykhailo Fedorov on Serhiy Sternenko’s YouTube channel.
Fedorov confirmed the negotiations with Elon Musk
During the interview, Mikhail Fedorov was asked whether consultations with SpaceX were ongoing regarding a possible expansion of Starlink’s capabilities to counter Russian military capabilities.
The official confirmed that such a dialogue is indeed taking place.
“Yes, the information was public. We are in communication with Musk; we last spoke a few days ago. It’s a complex task right now to achieve the result we need to achieve in this dialogue,” Fedorov said.
However, he did not disclose any details of the negotiations, noting that work is ongoing.

What Has Already Been Achieved
According to Fedorov, this is not the first round of consultations with the head of SpaceX.
He recalled that Ukraine had previously achieved an important result—the use of Starlink by Russian military forces in temporarily occupied Ukrainian territories was restricted.
He noted that at the time, the occupying forces’ use of satellite terminals—particularly for operating unmanned systems—posed serious risks to the Ukrainian Armed Forces.
Details of the negotiations are not being disclosed
Fedorov emphasized that he cannot publicly comment on the content of the current negotiations at this time.
“I can’t disclose all the details, but we will do everything we can to achieve a result,” he said.
At the same time, public statements suggest that Ukraine seeks to expand the capabilities of the Starlink system in the context of ensuring national security and developing modern defense technologies.

Currently, Starlink—owned by Elon Musk’s SpaceX—remains the global leader in satellite internet and mobile communications.
It is Starlink that has effectively shaped the modern market for low-Earth orbit satellite internet, providing network access to millions of users in dozens of countries.
From the very first months of the full-scale war, SpaceX’s Starlink system has become one of the key elements in ensuring communications in Ukraine.
The terminals are used by the military, emergency services, critical infrastructure, medical facilities, and government agencies. At the same time, there have been repeated reports recently of attempts by the Russian military to use Starlink through illegal supply channels, as well as the development of Russian electronic warfare capabilities aimed at countering satellite communications.
