Sole proprietorships outnumber corporations in Ukraine: where are they most concentrated?

As of April 1, 2026, there were more registered individual entrepreneurs in Ukraine than legal entities. According to the State Statistics Service, there are 1,801,587 sole proprietorships and 1,563,733 companies in the country. Thus, sole proprietors outnumber legal entities by more than 237,000. New statistics show that the sole proprietorship format remains one of the most common forms of doing business in Ukraine.
How many sole proprietorships are registered in Ukraine
According to the State Statistics Service, as of April 1, 2026, there were 1,801,587 officially registered individual entrepreneurs in Ukraine.
For comparison, as of January 1 of this year, there were 1,781,972 sole proprietors in the registry. This means that their number has increased by 1.1% since the beginning of the year.
This growth indicates continued activity in the small business sector, despite the difficult economic situation and the challenges posed by the war.
Which regions have the most individual entrepreneurs
Kyiv remains the leader in terms of the number of registered individual entrepreneurs. As of April 1, there were 258,386 individual entrepreneurs in the capital.
Next in the ranking are:
- Dnipropetrovsk Oblast — 150,267 sole proprietors;
- Lviv Oblast — 137,627 sole proprietors.
These regions make up the top three in terms of the number of registered entrepreneurs.

How many companies are registered in Ukraine
At the same time, according to the State Statistics Service, as of April 1, 2026, there were 1,563,733 legal entities registered in Ukraine.
At the beginning of the year, on January 1, this figure stood at 1,555,887 enterprises.
Thus, the number of legal entities has also increased, but it remains lower than the number of sole proprietorships.
What is the most common form of business
The most common organizational and legal form among legal entities in Ukraine is a partnership.
According to the registry, there are 865,947 such companies.
This means that partnerships account for the largest share of all registered legal entities.
Which regions have the most companies
Kyiv also tops the ranking of regions by the number of legal entities. There are 399,687 companies registered in the capital.
Next are:
- Dnipropetrovsk Oblast — 116,331 companies;
- Odesa Oblast — 97,668 companies.
Thus, Kyiv remains the main hub for both sole proprietorships and legal entities.
How many people work for sole proprietors
It is worth noting the role of sole proprietors as employers. According to available data, in 2025, over 817,000 Ukrainians were employed by sole proprietors.
In total, 302,000 entrepreneurs had employees.
This means that currently, one in seven sole proprietors in Ukraine creates jobs.
