Sevastopol has promised to resume the sale of fuel using vouchers

Mikhail Razvozhayev, the Moscow-appointed “governor” of Sevastopol, announced that starting June 27, gasoline sales using QR codes will resume in the city. Restrictions will remain in place: no more than 20 liters per vehicle, and filling jerry cans is prohibited. Razvozhayev also warned that the QR code will be linked to a specific vehicle and a specific brand of fuel. This was reported by "Komersant Ukrainian", citing Russian propaganda media.

The day before, on June 26, the Russian-appointed “authorities” of Crimea and Sevastopol declared a state of emergency on the peninsula.

As Crimea’s “head” Sergey Aksyonov explained, the decision was made to promptly address issues related to ensuring the population’s basic needs. Razvozhayev added that the situation with energy supplies remains difficult. The state of emergency took effect at 1:00 p.m. Kyiv time and will remain in place “until the situation improves.” Under these measures, the authorities are granted the right to restrict movement, suspend business operations, and carry out forced evacuations.

The crisis on the peninsula began as a result of Ukraine’s campaign to isolate Crimea. The Ukrainian Armed Forces are using drones to strike military and energy infrastructure, as well as strategic bridges, which has led to fuel shortages, power outages, and restrictions on rail service.

According to media reports, on the morning of June 26, about 1,800 cars were waiting in line to leave Crimea via the Kerch Bridge, and the wait time exceeded four hours. Local residents report disruptions in water supply and public transportation. In addition, some supermarkets have imposed restrictions on food sales—shoppers are allowed to buy no more than three bottles of oil and three packages of pasta per person, and sugar, buckwheat, rice, flour, and salt have disappeared from store shelves.

On June 25, Ukrainian President Volodymyr Zelenskyy stated that the Security Service of Ukraine (SBU) had received evidence indicating a daily worsening of the crisis involving fuel, military logistics, and governance in Crimea. According to him, the region’s occupying authorities acknowledge that there is no way out of the situation caused by the Ukrainian Armed Forces’ strikes. Zelenskyy approved a 40-day operation by the SBU to exert pressure on Russia with the aim of forcing it to end the war.
