Finland Lifts Ban on the Import and Storage of Nuclear Weapons: What We Know

On Friday, June 26,Finnish President Alexander Stubb signed amendments to the Atomic Energy Act that lift the ban on the import and deployment of nuclear weapons on the country’s territory. The amendments will take effect on July 1, according to "Komersant Ukrainian", citing DW.
On March 17, the Finnish Parliament approved these amendments by a vote of 125 to 61. Finnish Defense Minister Antti Hykkänen called the reform “historic” and stated that it “strengthens the security of Finland and NATO as a whole.” Stubb stated that Finland has no intention of deploying nuclear weapons on its territory during peacetime. “This is about nuclear deterrence—a deterrent designed to ensure that it (nuclear weapons— Ed. ) will never have to be used.”

In March, the Kremlin threatened “retaliatory measures” if nuclear weapons were deployed on Finnish territory. Hykkänen responded that Helsinki is “absolutely prepared” for Moscow’s reaction. According to him, the legislative change reduces the risk that Finland will become the target of military activity by Russia.
Finland Withdrew from the Convention Banning Anti-Personnel Mines
In January, Helsinki officially withdrew from the Ottawa Convention, which bans the production, use, and stockpiling of anti-personnel landmines. Stubb justified this decision by citing the deteriorating global security situation. “The reality is that our neighbor is an aggressive, imperialist state called Russia, which is not a party to the Ottawa Convention itself and which ruthlessly uses landmines,” he stated in June 2025.
Helsinki announced its intention to join NATO in May 2022 amid the start of a full-scale Russian military invasion of Ukraine. In April 2023, Finland, which shares a border with Russia stretching over 1,300 kilometers, officially joined the alliance.
In May 2026, Stubb called on Europe to engage in direct dialogue with Russia, stating that “the time has come” to do so.
