Before stepping down, Svyrydenko’s Cabinet allowed officials to earn money serving on the supervisory boards of state-owned companies

A few days before her resignation, the Cabinet of Ministers, led by Yulia Svyrydenko, changed the rules governing the compensation of government officials serving on the supervisory boards of state-owned enterprises. From now on, government representatives who hold official positions may receive compensation for their work on supervisory boards, according to "Komersant Ukrainian".

The Cabinet of Ministers adopted the relevant changes on July 8 via Resolution No. 912. The document took effect on July 15—the day after the Verkhovna Rada dismissed the Svyrydenko government.

The resolution amended the Policy on Remuneration for Members of Supervisory Boards, approved by the government in November 2024.

Previously, the rules stipulated that a state representative on a supervisory board—who is a person authorized to perform state functions— was not entitled to receive compensation for this work. Such a representative could only be reimbursed for expenses related to the performance of their duties.

Resolution No. 912 effectively repeals this prohibition.

The new paragraph 5-1 of the Compensation Policy stipulates that a government official—a state representative on a supervisory board—may receive compensation for serving on only one supervisory board of a state-owned enterprise or a company in which the state holds a controlling stake.

At the same time, for large state-owned companies with an annual net income exceeding 3 billion UAH, such an official’s compensation must be reduced by the amount of his or her salary from their primary place of employment. In other words, if the remuneration from the supervisory board exceeds the official’s government salary, the official may receive the difference from the enterprise.

Simply put, if an official’s salary is 50,000 UAH and the fee for serving on the supervisory board is 300,000 UAH, then their monthly compensation should be 250,000 UAH.

Separately, the resolution stipulates that the official independently selects the company from which they will receive compensation and, when entering into a contract, must notify the government agency in writing of their consent to receive it or their refusal to do so in favor of another supervisory board.

Thus, the government has changed the approach that had been in effect since the adoption of the State Property Policy in November 2024: the work of state representatives on supervisory boards is no longer automatically unpaid.

And this decision was adopted literally on the eve of the government reshuffle. The Cabinet of Ministers adopted Resolution No. 912 on July 8, and on July 14, the Verkhovna Rada voted to dismiss Yulia Svyrydenko and the entire composition of her government.

As a reminder, according to the publication "Komersant Ukrainian" revealed the amounts paid to members of the Supervisory Board of JSC “NAEK ‘Energoatom’,” including a breakdown of independent experts’ earnings under civil law contracts, as well as compensation for travel expenses, insurance, and legal services.

The largest payments under civil law contracts were recorded for Rumina Velshi, chair of the Supervisory Board. For the period from February to July 2026, she was paid nearly 2.76 million hryvnias according to the relevant documents.
