The chair of the supervisory board earns 500,000 UAH per month: How much do Energoatom’s foreign experts cost?

Huge fees for foreign experts and “free” work for officials that still costs hundreds of thousands. Journalists from the publication "Komersant Ukrainian" have found out how much it costs the state budget and the company JSC “NAEK “Energoatom” to maintain the Supervisory Board. While the independent members of the board earn half a million hryvnias a month and receive generous travel allowances, government representatives officially do not receive a single kopeck in salary. However, the company still incurs expenses in their case as well. A detailed breakdown of budgets and allowances is available in our new article.

How many people are on the Supervisory Board, and who are they?

Leonid Oliinyk, Director of Corporate Communications at JSC “NAEK “Energoatom,” stated that the number of members and the formal composition of the Supervisory Board are determined by the company’s Articles of Incorporation, approved by the Government.

“Currently, the Supervisory Board of JSC ‘NAEK ‘Energoatom’ consists of seven members: four independent members and three state representatives,” said Leonid Oliinyk.

Independent members:

  • Rumina Velshi — Chair of the Supervisory Board, Chair of the Supervisory Board’s Committee on Environmental Protection, Health, Safety, and Quality;
  • Laura Garbenčutė-Bakienė — Chair of the Supervisory Board’s Audit Committee;
  • Matthew Hall Murray — Chair of the Supervisory Board’s Appointments and Compensation Committee;
  • Dominique Christophe Minier — Chair of the Supervisory Board’s Strategy and Financial Planning Committee.

Government Representatives:

  • Vitaliy Zinoviyovych Kindrativ
  • Maksym Anatoliyovych Malashkin
  • Daria Mykolayivna Marchak

How much do foreigners and government officials earn?

According to the publication "Komersant Ukrainian" has obtained details of payments made to members of the Supervisory Board of JSC “NAEK “Energoatom,” including a breakdown of independent experts’ earnings under civil law contracts, as well as compensation for travel expenses, insurance, and legal services.

The largest payments under civil law contracts were recorded for Supervisory Board Chair Rumina Velshi. For the period from February to July 2026, she was paid nearly 2.76 million hryvnias according to the relevant documents. The standard monthly compensation for the chair of the board is approximately 503,000 hryvnias. However, the amounts varied significantly from month to month: in April, she was paid over 750,000 hryvnias for two months of work, and in June, based on two payment orders, she received more than one million hryvnias. In addition, in March, Rumina Velshi received about 384,000 hryvnias in travel compensation, and in May, the company covered over 260,000 hryvnias in expenses for her insurance and notary services. As a result, the total amount of her budget exceeded 3.4 million hryvnias.

Another independent member of the Supervisory Board, Laura Garbenchute-Bakiene, received nearly 2.37 million hryvnias under civil law agreements from February through July 2026. Her base monthly compensation is approximately 426,000 hryvnias. In May, she was paid over 851,000 hryvnias for closing out reports for two months at once. Garbenchute-Bakiene’s travel expenses totaled approximately 203,000 hryvnias, which were paid in two installments in March and June. Over 282,000 hryvnias were allocated for her insurance, notary, and related services over several months, bringing the total payment to 2.85 million hryvnias.

The situation is quite different for the state representatives— Maksym Malashkin, Daria Marchak, and Vitaliy Kindrativ. As civil servants, they do not receive honoraria, salaries, or bonuses for their work on the Supervisory Board, so the column for their compensation shows zeros.

“Supervisory Board members V. Kindrativ, M. Malashkin, and D. Marchak, as persons authorized to perform state or local government functions as defined in paragraph 1 of part one of Article 3 of the Law of Ukraine ‘On Preventing Corruption,’ no compensation is accrued or paid.”

In addition, in May, the company incurred expenses related to their support, paying 260,500 hryvnias per person for insurance, notary services, and other services. Thus, Energoatom’s total expenses for ancillary services for the three government representatives alone exceeded 781,000 hryvnias.
