Subsidy in 2026: What Purchases and Savings Will the Pension Fund of Ukraine Review?

The Pension Fund of Ukraine checks more than just the income of applicants for housing subsidies. Factors such as utility bills, major purchases, bank deposits, foreign currency purchases, real estate, and vehicles are also taken into account. However, not every violation results in the permanent loss of benefits.
The current conditions for granting payments are outlined in an official clarification from the Pension Fund of Ukraine, according to "Komersant Ukrainian"
How Housing Subsidies Are Calculated
Assistance is granted if the cost of utility services, within the established social standards, exceeds a household’s mandatory payment.
The subsidy amount is calculated on a case-by-case basis. The Pension Fund takes into account:
- the number of household members;
- their official and declared incomes;
- social housing standards;
- the list of utility services;
- the family’s financial status.
Thus, the same income does not guarantee that two families will receive the same subsidy amount.
Will the subsidy be revoked due to a debt of 680 hryvnias?
The Pension Fund of Ukraine (PFU) emphasizes: the mere existence of a utility debt does not mean the immediate cancellation of a subsidy that has already been granted.
The issue arises when determining eligibility for the next payment period. The subsidy may not be renewed if all of the following conditions are met:
- the debt is more than three months past due;
- the total amount of the debt exceeds 40 non-taxable minimums— 680 hryvnias;
- the Pension Fund has received information about this debt from the service provider.
The recipient must be notified of the denial. During martial law, this notification may be made by phone.
How to reinstate a subsidy after a denial due to debt
A denial due to utility debt is not always final. The individual has two months after receiving the notice to:
- pay off the debt in full;
- enter into an agreement to restructure the debt;
- challenge the debt in court.
If supporting documents are provided within this period, the subsidy may be granted retroactively from the start of the relevant period. This procedure is explicitly described in the Pension Fund’s clarification.
What Purchases May Disqualify You from Assistance
One of the grounds for denying a subsidy is a transaction exceeding 100,000 hryvnias made by a household member or a member of their family within 12 months prior to the application.
This restriction applies to:
- the purchase of an apartment, house, or plot of land;
- the purchase of a car or other vehicle;
- building materials and durable goods;
- securities, financial instruments, and virtual assets;
- contributions to authorized capital;
- providing a loan or financial assistance;
- one-time payment for work or services.
At the same time, expenses for medical, educational, and housing and utility services within established limits are not considered grounds for denial.
Sold Your Only Home and Bought Another: Will You Receive a Subsidy?
Assistance may be granted if a person sold their only apartment, house, or plot of land and purchased another similar property within six months.
To qualify, you must provide documents confirming the sale of your sole property and the purchase of the new one.
A separate exception applies to the purchase of solar or wind power generation systems and related components. A one-time payment under such a contract must not exceed 150,000 hryvnias.
How the Deposit Amount Affects the Subsidy
The subsidy may not be granted if, as of the first day of the month for which the subsidy is calculated, a household member or their family has:
- more than 100,000 hryvnias in deposit accounts;
- domestic government bonds with a total value of more than 100,000 hryvnias.
This refers to the total amount of funds, not a single deposit.
How Much Foreign Currency Can Be Purchased Without Losing the Subsidy
Another important threshold is 50,000 hryvnias. Eligibility for the subsidy may be reviewed if, during the 12 months prior to its approval, household members purchased foreign currency (in cash or non-cash form) or bank metals totaling more than this limit.
Currency received from charitable organizations or purchased to pay for medical or educational services is not taken into account.
What Real Estate Can Be an Obstacle
As a general rule, a subsidy is not granted if the living space exceeds:
- 130 square meters—for an apartment;
- 230 square meters—for a single-family home.
Ownership of more than one residential property may also be a barrier. However, there are exceptions for housing in dormitories, certain inherited properties, shared ownership, housing unfit for habitation, and real estate in temporarily occupied territories. The Pension Fund of Ukraine (PFU) considers each such situation upon presentation of supporting documents.
What Vehicles Does the PFU Take Into Account
The following may affect your eligibility for a subsidy:
- one vehicle that is less than five years old;
- more than one vehicle, each of which is less than 15 years old.
Mopeds, trailers, and certain other vehicles specified in the regulations are not taken into account.
Why a lack of income can be a problem
A problem may arise if an able-bodied adult member of the household:
- had no income during the calculation period;
- earned less than the minimum wage;
- did not have the minimum social security contribution paid on their behalf for a total of three months.
Exceptions are provided for students, registered unemployed individuals, recipients of certain social benefits, and other categories. Therefore, the absence of a salary alone does not automatically result in a denial.
Changes That Must Be Reported Within 30 Days
After a subsidy is granted, the recipient must notify the Pension Fund of Ukraine (PFU) of any circumstances that affect the payment. The recipient has 30 calendar days to do so.
In particular, you must report:
- changes in household composition;
- a change in family or social status;
- purchase of a car or real estate;
- a major purchase;
- the opening of a substantial deposit account;
- purchase of foreign currency or precious metals;
- a change in the list of utility services or their provider.
Failure to report or providing inaccurate information may result in the termination of payments and the requirement to return any overpaid funds.
How to Apply for a Subsidy
Documents can be submitted:
- through the Pension Fund’s web portal;
- via the Pension Fund’s mobile app;
- through the “Diya” portal;
- at a Pension Fund service center;
- through a Center for Administrative Services (CAS) or an authorized representative of the local community;
- by mail to a local Pension Fund office.
For an online application, you must specify the household composition, address, utility services, and IBAN bank account number. According to “Diya,” processing the application may take up to 30 calendar days.
Thus, low income is only one of the conditions for receiving the subsidy. Before applying for assistance, it is advisable to check for utility debts, income information for all family members, deposits, real estate, vehicles, and financial transactions over the past 12 months.
