“Moscow’s Agent Initiative”: Sandu Responds to Romanian Bill on Unification with Moldova

Moldovan President Maia Sandu stated that the bill initiated by the Romanian far-right party “S.O.S. România,” on the unification of the two countries, was “proposed by an agent of Moscow” and aims to “discredit the idea of unification.” This was reported by NewsMaker, as cited by "Komersant Ukrainian".

She expressed confidence that the initiative by the Romanian party led by Diana Șoșoacă will in no way affect relations between Moldova and Romania.

“This is a document proposed by a Moscow agent, the purpose of which is to discredit the idea of unification, and nothing more. It’s as if I were to come to parliament tomorrow with a legislative initiative to annex France to Moldova. Please, government, implement this. Unification doesn’t work that way; we all understand this perfectly well,” the Moldovan president noted.

In addition, Sandu ruled out the possibility of holding a referendum on unification with Romania in the near future.

As a reminder, on April 14, lawmakers from the far-right S.O.S. România party submitted a legislative initiative to the lower house of parliament on the unification of Romania and Moldova. It received negative opinions from the government, the parliamentary legal committee, and the human rights committee.

On June 24, the bill was adopted under the “tacit consent” procedure, meaning the legislative initiative is considered approved at the end of a 45-day period, since lawmakers did not initiate a debate or a final vote on it. The bill will now be sent to the Senate for consideration.

If approved, the bill authorizes the Romanian government to begin immediate negotiations with Moldova regarding the potential unification of the two states.

According to the text of the document, following its adoption and publication in the Official Gazette, the relevant international bodies, the Moldovan government, the European Union, the United States, NATO, and the United Nations will be notified of the implementation of the law’s provisions.

In January 2026, Moldovan President Maia Sandu stated that she would vote “in favor” of her country’s unification with Romania if a referendum were held. At the same time, she noted that polls show low public support for this idea. According to a poll conducted by IMAS in June 2025, 62% of Moldovan citizens would vote “against” unification, while only 28% would support the initiative.

Yevhen Tomak, an advisor to the Romanian president on relations with Romanians in the diaspora and a member of the European Parliament, also said that his country is ready to discuss unification with Moldova if Chisinau were to consider such an option.
