Road funding: “Autostrada” wins a contract worth nearly 5 billion hryvnias in Zhytomyr Oblast without any competition

The Infrastructure Restoration and Development Service in Zhytomyr Oblast conducted a large-scale procurement of services for the operational maintenance of state highways. The estimated value of the tender was 4.94 billion hryvnias, including VAT, according to
The subject of the procurement is the maintenance of a network of state highways with a total length of 1,642.366 km in the Zhytomyr region.
This involves a range of road maintenance works, including winter maintenance, repair of potholes, maintenance of road infrastructure, and ensuring traffic safety.
According to the tender documentation, the deadline for submitting bids was set for April 4, 2026.
Only one company participated in this tender—Autostrada Group LLC, which submitted its initial and final bid in the amount of 4.705 billion UAH, including VAT.

Following the evaluation of the bid, the company was declared the winner of the procurement.
Accordingly, a contract was signed for UAH 4.7 billion. The company must complete the provision of services by May 31, 2028.
Payment Terms
The terms of the contract provide for payment within five business days after receipt of budget funding. The source of funding is the state budget of Ukraine.
This tender is currently the largest regional-level road procurement project and covers virtually the entire network of state-level highways in Zhytomyr Oblast.
