International Buses from Ukraine: New Rules for Businesses and Passengers

Ukraine is updating the rules for international bus transportation as part of the industry’s digitalization reform. The new regulations are intended to make procedures for carriers clearer, faster, and more in line with European Union standards. The changes were announced by Oleksiy Kuleba , Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development.
This involves clear deadlines for reviewing applications, coordinating routes with foreign parties, launching routes, and monitoring actual route implementation.
According to him, the rules are being updated as part of the development of the carrier’s online portal and the digitization of international bus routes.
What is changing for international bus carriers
The new rules concern the opening, modification, extension, and closure of international bus routes.
The key change is that most procedures must now be conducted through the carrier’s online portal. This is intended to reduce paperwork, make the process more transparent, and provide businesses with clear deadlines for decision-making.
Clear deadlines for reviewing applications
Specific deadlines for reviewing applications via the online portal are established for carriers.
Up to 30 calendar days are allowed for opening, changing, extending, or closing an international route.
This is important for businesses, as the procedure used to be less predictable, and carriers did not always know how long it would take to review the documents.
Approval following coordination with the foreign party
If a route requires approval from a foreign party, a decision must be made within 10 calendar days following such approval.
After that, the permit must be issued to the carrier within 5 business days.
This should speed up the launch of international flights once the intergovernmental procedures are completed.
Up to 20 days to correct documents
If there are errors or inaccuracies in the submitted documents, the carrier will be able to correct them via the online portal.
Up to 20 days are allowed for this.
This mechanism will prevent the need to restart the entire procedure due to technical or formal errors.
New deadlines for route approvals with other countries
The updated rules also specify the deadlines for route approval with countries through which or to which international flights are operated.
The following deadlines are provided:

Monitoring of route operations
Another important change is the tightening of controls over the actual operation of international bus routes.
The carrier must ensure that at least 30% of scheduled trips are completed over a 12-month period. If this requirement is not met, the route may not be renewed.
This is intended to prevent situations where a route exists only in name but is not actually operated.
When to launch a route
After receiving a permit, the carrier must launch the route within 90 days.
If the company does not begin operating trips within the specified timeframe, this may affect its future right to operate on this route.
The online portal is already operational
The online portal for international bus routes was launched as part of the international transport reform. According to the Ministry of Development, in two months of full operation, carriers have submitted nearly 400 applications to open, extend, or modify routes.
Hundreds of international routes have already been opened and extended using the electronic service, and the goal of the reform is to eliminate unnecessary bureaucracy and make the market more transparent.
