Amid attacks on gas stations, the government is working with the market to develop mechanisms to ensure fuel supplies

The Ministry of Economy, Environment, and Agriculture, in collaboration with regional military administrations, the Ministry of Energy, and market participants, is developing mechanisms to ensure fuel supplies to the regions amid damage and destruction caused by Russia to gas stations and oil depots. This was stated by Minister of Economy, Environment, and Agriculture Oleksiy Sobolev during “Question Time” with the government in the Verkhovna Rada, according to "Komersant Ukrainian"
“We are working very closely with the regional military administrations, the Ministry of Energy, and the market; consultations are held daily to develop models in various regions that will help us supply them with fuel, distribute it across the regions, and protect gas stations. We are also discussing the issue of delivering fuel directly from tankers, without stockpiling it,” Sobolev said.
In addition, he said, discussions are underway with market participants regarding an insurance mechanism or, possibly, the creation of a joint fund that would allow for the reimbursement of expenses or the financing of specific measures to be implemented in the market. Sobolev did not disclose the details for security reasons but emphasized that ensuring fuel supply is a top priority for the government.
At the same time, the minister reassured the public and emphasized,
“There is no fuel shortage in Ukraine; the market is well-supplied, imported supplies are being contracted, and logistics are functioning.”

Russian Strikes on Gas Stations
As previously reported, on July 2, the Trostyanenka City Council in Sumy Oblast, due to damage caused by Russian shelling to stationary gas stations, informed community residents about the deployment of mobile fueling stations, emphasizing that fuel would be sold for cash only.
In late June, WOG CEO and former Minister of Infrastructure Andriy Pyvovarskyi noted that over the past two months, more than 150 gas stations have been destroyed by fire in Ukraine. He added that oil depots and other fuel infrastructure facilities are being attacked almost every week.
Meanwhile, Volodymyr Omelchenko, director of energy and infrastructure programs at the Razumkov Center, wrote on his Facebook page:
“The problem has already reached the level of national security, since civilian infrastructure cannot function without petroleum products. In frontline territories, military personnel, police, State Emergency Service personnel, and ambulance crews also refuel their vehicles,” Omelchenko wrote.
According to the expert, it is necessary to urgently amend regulations regarding the authorization of mobile gas stations, as well as to abolish the advance profit tax for all networks in frontline regions.
