“The Tishchenko Case Regarding Call Centers”: The High Anti-Corruption Court Selects a Pre-Trial Restriction for the Member of Parliament

The High Anti-Corruption Court is determining a preventive measure for Ukrainian MP Mykola Tyshchenko. Prosecutors from the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have requested that Tyshchenko be subject to a preventive measure in the form of bail set at 19 million hryvnias, according to "Komersant Ukrainian".
Case Details
On June 29, the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) announced that they had placed MP Mykola Tyshchenko under suspicion.
Specifically, the charges involve extorting $1 million to “resolve an issue” involving call centers. According to the investigation, in August 2023, Tyshchenko, under the guise of a public “campaign” against call center networks, demanded $1 million from an individual he believed to be the organizer of such a business. Furthermore, according to the investigation, the deputy laundered 12.6 million hryvnias by drawing up a fictitious gift agreement with his ex-wife and included this income in his annual financial disclosure statement, thereby, according to the investigation, intentionally providing knowingly false information.
What other cases does Tishchenko appear in?
As a reminder: Mykola Tishchenko is a suspect in the case involving the unlawful deprivation of liberty of a former fighter from the “Kraken” special forces unit of the Main Intelligence Directorate of the Ministry of Defense.
On June 20, 2024, in Dnipro, a group of unknown assailants attacked former “Kraken” special forces soldier Dmytro Pavlov while he was out walking with his child.
Footage shows that they approached the man as he was walking with an infant in a stroller, surrounded him, and knocked him to the ground. One of the attackers also searched his bag. Online reports claimed that Pavlov had gotten into an argument with Tishchenko and his security detail.
On June 21, the MP commented on the incident and stated that the situation was a provocation. He also claimed that he does not have security guards and that the victim is no longer a member of the military. He accused Pavlov of collaborating with fraudulent call centers and of being involved in a conflict with police officers during “raids on bot farms.”
On June 25, law enforcement officials notified Tishchenko that he was a suspect in connection with these events.
The Pechersky District Court of Kyiv imposed a preventive measure on Tishchenko. According to the court’s decision, he must remain under round-the-clock house arrest, wear an electronic ankle monitor, and surrender his foreign passports.
A scandal erupted after the court hearing ended when Tishchenko was spotted at a five-star hotel in Kyiv shortly after the pretrial measure was imposed.
On November 12, the Kyiv Court of Appeals extended Tishchenko’s pretrial measure in the form of round-the-clock house arrest.
On December 23, Tishchenko, citing heart problems, failed to appear at the court hearing. The court did not extend the MP’s pretrial measure.
