Members of Parliament declared over 6 billion hryvnia in income: who got richer, and who lost hundreds of millions

The combined income of 379 members of the Ukrainian Parliament and their family members in 2025 amounted to 6.07 billion UAH. This is 14%, or nearly 1 billion UAH, less than the figure for 2024. These findings were released by the YouControl R&D Center, which analyzed the annual financial disclosures of members of parliament for 2024–2025, according to "Komersant Ukrainian"
At the same time, the total value of lawmakers’ financial assets rose to 14.97 billion hryvnia. The average annual salary of a lawmaker was nearly 747,000 hryvnia and remained virtually unchanged compared to the previous year.
What does the figure of 6.07 billion UAH mean?
The total figure includes not only the salaries, dividends, and other income of the MPs themselves.
Analysts also took into account the income of:
- MPs;
- their spouses;
- other family members listed in the declarations;
- from business activities;
- from the sale of property;
- from securities and investments;
- from dividends;
- from the redemption of domestic government bonds;
- in the form of gifts.
Therefore, this figure cannot be interpreted as the total amount of funds that lawmakers received from the state budget.
A lawmaker’s salary is just one source of declared income, and in many cases, the largest amounts came from business activities, dividends, and transactions involving family members’ assets.
How YouControl Calculated Lawmakers’ Income
The study is based on data from the NACP’s Unified State Register of Declarations.
Analysts examined two sections of the annual declarations:
- Section 11 — “Income, including gifts”;
- Section 12 — “Monetary Assets.”
Funds declared in foreign currencies were converted to hryvnia at the National Bank of Ukraine’s average annual exchange rate.
The calculations took into account the figures for lawmakers and their family members.
As of June 8, 2026, there were 390 members of parliament in the Verkhovna Rada. Declarations for 2025 were made public by 379 parliamentarians.
Lawmakers’ incomes fell by 14%
In 2025, 379 parliamentarians reported a combined income of 6.07 billion hryvnia.
For comparison, the 2024 declarations of 376 incumbent deputies were used. The total amount of their income was nearly 1 billion hryvnia higher.
The comparison did not include three new representatives of the “Servant of the People” faction:
- Serhiy Melnyk;
- Serhiy Karabuta;
- Dmytro Slynko.
They did not submit declarations for 2024, so it was impossible to accurately compare changes in their annual incomes.

One-third of MPs saw their incomes decrease
Among the 150 current members of parliament, declared incomes in 2025 were lower than in 2024.
This accounts for more than one-third of the parliamentarians analyzed.
For 34 deputies, the amount in the “Income, including gifts” section fell by at least half.
Analysts recorded the largest decline in monetary terms—more than 500 million hryvnias—for:
- Petro Poroshenko of “European Solidarity”;
- Stepan Ivakhiv of the “For the Future” parliamentary group.
Despite the significant reduction, both politicians remained among the top five lawmakers with the highest declared income.
Why income figures can fluctuate sharply
A sharp increase or decrease in the amount reported in a declaration does not always indicate a corresponding change in a lawmaker’s regular earnings.
YouControl identified three main factors.
Family members’ income
For some members of parliament, a significant portion of their total income comes from their spouse.
These may include:
- business income;
- dividends;
- sale of corporate rights;
- interest;
- income from securities;
- sale of property.
Transactions involving assets
The sale of an apartment, a car, a plot of land, or securities can increase your annual income by millions of hryvnias in a single transaction.
The redemption of government bonds can also result in significant income.
Changes to family composition in the tax return
If a husband or wife is no longer listed as a family member, their income is also excluded from the total figure.
This can cause a sharp drop even when the lawmaker’s personal income has not changed significantly.
Kunytskyi Did Not Report Any Income
In the 2025 declaration of Oleksandr Kunitsky, a People’s Deputy from the “Servant of the People” party, no income is listed in the relevant section.
In his 2024 declaration, he reported over 500,000 UAH.
At the same time, the absence of income in a specific section of the declaration does not necessarily indicate a lack of property or financial assets. Income and savings are declared separately.

Puziychuk and Magomedov’s Income Fell Tenfold
An approximately tenfold reduction in total income was recorded for Andriy Puziychuk, a member of parliament from the “Batkivshchyna” party, and Musa Magomedov, an independent MP.
In 2025, Puziychuk’s declared income consisted solely of his salary as a member of parliament. In contrast, in 2024, he also reported cash gifts totaling 9 million hryvnias.
For Musa Magomedov, the decrease is explained by the fact that his wife, Tetiana Magomedova, is no longer listed in his 2025 declaration. In 2024, her income accounted for the majority of the family’s total income.
More than half of the MPs saw their incomes rise
Despite an overall 14% decline, the total annual income increased for more than half of the MPs analyzed.
For eight lawmakers, the increase was more than fivefold.
The highest relative increase was recorded for Suto Mamoyan of the “Platform for Life and Peace” parliamentary group.
His income rose by more than 844%. One of the reasons was the sale of movable property for 5.94 million hryvnias.
Who showed the largest increase in hryvnia
The largest absolute increase in total income—over 27 million hryvnias—was reported for 2025 by:
- Ruslan Gorbenko, “Servant of the People”;
- Kostyantyn Bondarev, “Batkivshchyna”;
- Boris Prykhodko, “Dovira.”
This refers specifically to the change in the total income of the MP and his family members compared to the previous year.
How Much Does a Member of Parliament Earn?
The average annual salary of a sitting MP in 2025 was nearly 747,000 UAH.
On average , this is approximately 62,000 UAH per month before taking into account tax implications and various deductions.
Compared to 2024, the average annual figure remained virtually unchanged.
For 140 members of parliament, their salary accounted for at least half of their total declared income.
Another 39 members of parliament listed only their parliamentary salary in the income section.
