New base pay contracts for military personnel: The Ministry of Defense has announced how much non-combat personnel will be paid
24 June 14:29
The Ukrainian Ministry of Defense has introduced a new basic contract for military personnel serving in logistical and non-combat roles. Both those subject to military conscription and active-duty military personnel will be able to sign it. The Ministry of Defense announced this, according to "Komersant Ukrainian"
“This contract is intended for clerks, accountants, foremen, cooks, and other specialists in positions that do not fall under the infantry-assault and combat contracts,” the statement reads.

The Ministry of Defense noted that this innovation is part of the transition to a fully contract-based army.
“We value everyone who works to defend Ukraine in logistical and non-combat roles. At the same time, we are accelerating the transition to a fully contract-based army, as only a professional and motivated military can ensure the state’s long-term stability,” the statement reads.
Who Can Sign a Basic Contract
The following individuals are eligible to sign the new basic contract:
- persons subject to military conscription;
- active-duty service members.
The term of the basic contract is 24 months.
How long will the deferment last after the contract ends?
As noted by the Ministry of Defense, a basic deferment of 6 months is guaranteed after the basic contract.
Additional deferrals are granted for combat missions and years of prior military service:
- 1 day for each day of combat missions;
- 1 month for each year of service prior to 2022.
How much will be paid under the new contract
Pay will consist of a base rate of 20,000 hryvnias and additional bonuses.

“For service members performing duties in the rear, an additional bonus of 10,000 hryvnias is provided. Thus, the total amount of payments will be at least 30,000 hryvnias per month,” the statement reads.
At the same time, the actual amount of pay will depend on military rank, years of service, position, and the performance of special tasks.
If military personnel are deployed on combat missions, their pay will be adjusted. Specifically:
- while performing combat duties at headquarters or command posts, service members will receive payments in accordance with the terms of the combat contract;
- while performing duties on the front lines—under the terms of the infantry-assault contract.
Additionally, upon signing their first contract, service members will receive a one-time payment ranging from 27,000 to 33,000 hryvnias, depending on their military rank.
In addition, once a year, service members will be eligible to receive a health benefit of at least 20,000 hryvnias.
“The introduction of a new contract system amid a full-scale war is a strategic step for the Defense Forces. The army must fully transition to a contract-based system, as modern high-tech warfare requires maintaining a high professional standard among defenders in both combat and non-combat roles,” the statement reads.
As a reminder, starting June 15, three types of military service contracts with clearly defined terms can be signed in Ukraine. This was announced by Ukrainian Defense Minister Mykhailo Fedorov. The new terms are available to civilians, mobilized personnel, contract soldiers, and active-duty service members alike. As part of these reforms, three types of contracts are being introduced.
