One of the industry’s key players—the Kyiv Cardboard and Paper Mill—has sharply reduced production following Russian shelling. This was reported by the UkrPapir association, according to Interfax-Ukraine , as reported by [Komersant].

In March 2026, the plant produced 5,600 tons of paper and cardboard, which is three times less than in March 2025 and 2.5 times less than in February 2026.

Decline in key segments

The decline affected almost all products:

  • corrugated cardboard packaging — –34.8% (to 12.6 million square meters),
  • base paper for sanitary and hygiene products — –36.8% (7,700 tons),
  • cardboard — –25% (27,900 tons),
  • cardboard boxes — –11.7% (47.4 million square meters),
  • toilet paper — –4.5%.

Financial indicators

According to first-quarter results, production in monetary terms amounted to UAH 1.89 billion, which is 5.1% less than last year.

However, January–February had shown a 3.9% increase. In other words, March was a turning point.

Reason: Russian shelling

The plant was attacked twice by the Russian Federation:

  • March 14 — first damage during heavy shelling
  • April 3 — a second attack

These strikes directly impacted production capacity.

The plant’s role

The Kyiv Cardboard and Paper Mill is the industry leader in Ukraine, ranks among the largest manufacturers in Europe, and employs over 2,500 people.

The company is owned by the Austrian Pulp Mill Holding GmbH, with Heinz Zinner as the beneficial owner.

What this means

The situation surrounding the Kyiv Cardboard and Paper Mill demonstrates:

  • the industry’s vulnerability to military attacks,
  • the direct impact of shelling on economic indicators,
  • risks to supply chains (particularly for packaging products).

A decline in production could affect:

  • the domestic market,
  • export opportunities.
