Ukrainians will be able to apply for the Winter Thousand starting November 15: what you need to know

Starting November 15, Ukrainians will be able to apply for UAH 1,000 as part of the government’s Winter Support program. The launch was announced by Prime Minister Yulia Svyrydenko, who noted that the government has approved the payment mechanism and is ready to implement the program this week, "Komersant Ukrainian" reports
The program provides one-time assistance to all citizens staying in Ukraine, both adults and children. The goal of the project is to support the population before the winter season, help pay utility bills and cover basic needs.
Who can receive the “winter thousand”
All Ukrainians who are in Ukraine at the time of application are eligible for the payment. You can also apply for assistance for a child.
The program is similar to the one that was in effect in 2024, but with updated conditions and wider coverage.
When and how to apply: key dates
You can apply from November 15 to December 24, 2025.
After that, the possibility of applying for assistance will be closed.
There are two ways to apply
- Through the Diia application
After the application is submitted and processed, the funds will be transferred to a special National Cashback card.
You can spend the money on
- utilities
- medicines
- products of Ukrainian origin;
- postal services
- books
- charity;
- donations to the Defense Forces.
- Through Ukrposhta offices
The payment goes to a special account.
What you can use these funds for:
- ukrainian-made goods at Ukrposhta offices;
- payment of utility bills;
- donations for defense needs.
Until when can I use the money?
You can use the funds until June 30, 2026. After that, the unused balance will be canceled.
How many people are expected in the program
The Government expects:
- 10-14 million recipients of a one-time allowance of UAH 1,000;
- uAH 6,500 – increased payment for the most vulnerable categories;
- uAH 14 billion – estimated budget expenditures.
Why the program is being launched
The goal of the program is to maximize the coverage of the population with state support before the winter season, when utility costs traditionally increase. It is also part of a broader government package of measures that President Zelenskyy has commissioned to support citizens in the winter.
The program will start this December, and applications are open from November 15.
