The Rada has doubled police salaries: what the new law changes and when it will take effect

The Verkhovna Rada has passed a law that reforms the pay system for police officers and civil protection service employees. The document provides for a significant increase in minimum pay, an update to the structure of allowances, and a clearer mechanism for determining salaries. This was reported by "Komersant Ukrainian", citing a broadcast of the session.

This refers to Bill No. 6506-1, which parliament approved in the second reading. The bill was supported by 269 members of parliament.

Once they take effect, the new rules are expected to change the approach to police pay and reduce staffing shortages in the system.

How police salaries will change

According to the adopted law, a police officer’s base salary is set at no less than 10 times the subsistence minimum for able-bodied individuals.

Based on figures for 2026, this means the minimum salary will be over 33,000 hryvnias. For comparison, the previous minimum pay was around 17,000 hryvnias.

Thus, the base salary for law enforcement officers will effectively nearly double.

What will the average police salary be?

The average pay for police officers is expected to increase from approximately 21,000 hryvnias to 45,000 hryvnias.

The final amount of pay will depend not only on the base salary but also on additional allowances, including:

  • a rank allowance;
  • seniority allowance;
  • bonuses;
  • other allowances provided for by law.

In other words, an individual employee’s actual salary will depend on their position, length of service, and the structure of their compensation.

What else does the new law change

The document is not limited to just raising salaries.

It also provides for:

  • an updated system of bonuses;
  • a clearer payment structure;
  • a more transparent mechanism for calculating financial compensation.

The idea behind the bill is to make the pay system more modern, predictable, and understandable for law enforcement officers themselves.

The authors of the bill believe that the new rules should:

  • enhance the prestige of police service;
  • reduce staff turnover;
  • make it easier to recruit qualified personnel.

The issue of salaries in the law enforcement system has long been one of the most sensitive, as low pay has often been cited as one of the causes of staffing problems.

Who else is affected by the law

The law changes the pay system not only for police officers but also for civil protection service employees.

In other words, the new approach to pay will affect a wider range of law enforcement and emergency response agencies.

When the law will take effect

After the vote in the Verkhovna Rada, the document must be sent to the President of Ukraine for signature. The law is expected to take effect on January 1, 2027.

It is from this moment that the new rules for calculating salaries are set to take effect.
