A monthly payment of up to 4,000 UAH: a tax may be introduced for electric vehicle owners

The Verkhovna Rada is considering the possibility of introducing a monthly tax for electric vehicle owners. The proposal involves a tiered system in which the amount of the tax would depend on the vehicle’s value, according to "Komersant Ukrainian", citing the “Judicial and Legal Gazette.”
“According to preliminary estimates, for an electric car priced at around $30,000, the tax could amount to approximately 4,000 hryvnias per month,” the publication writes.
The initiative is explained by the need to equalize the tax burden between electric vehicle owners and owners of vehicles with internal combustion engines. The latter effectively pay taxes through excise duties included in the cost of gasoline and diesel fuel, while electric vehicle owners do not incur such costs.
In addition, it is noted that a significant portion of electric vehicle charging takes place at home using residential electricity rates, which are partially subsidized by the state.

No final decision has been made yet. The taxation mechanism still needs refinement—in particular, discussions are underway regarding the inclusion of the car’s value, battery capacity, and potential mileage. At the same time, tracking actual car usage is considered difficult, so the discussion centers on introducing fixed monthly rates for different categories of electric vehicles.
It is expected that this approach will be formalized as a legislative initiative following additional calculations and discussions.
Previously, parliament had already raised the issue of introducing a separate fee for electric vehicle owners. The main reason cited is the rapid growth in their numbers: the electric vehicle fleet in Ukraine has increased from approximately 20,000 to nearly 300,000.
At the same time, electric vehicle owners do not pay the excise tax included in the price of gasoline and diesel. It is these revenues that form the Road Fund, the proceeds of which are directed toward road repair and construction.
Electric cars also use the road infrastructure, yet they do not actually contribute to its maintenance.
Thus, lawmakers have been promoting the idea of introducing a separate fee for such drivers. One possible option is a fixed amount that electric vehicle owners would pay monthly or annually, with all proceeds directed exclusively toward the development of road infrastructure.
