“eRecovery” and “eHome” Have Been Combined: The Government Explains How Veterans from the Temporarily Occupied Territories Can Use Housing Vouchers

The government has approved changes that will allow the “eRecovery” program to be combined with the “eHome” affordable mortgage program – Veterans from temporarily occupied territories will be able to use a housing voucher to cover the down payment under the “eHome” program.
This was reported by the Ministry of Community and Territorial Development of Ukraine, according to "Komersant Ukrainian".
The changes will allow the “Housing for IDPs from Temporarily Occupied Territories” component of the “e-Recovery” program to be combined with the “e-Home” affordable mortgage program.
“These are amendments to relevant regulations that are necessary to enable the mechanism for using housing vouchers to cover the down payment under the ‘eOselya’ program,” the statement reads.
The amendments, developed by the Ministry of Economy, Environment, and Agriculture of Ukraine, have been incorporated into the resolutions governing the conditions for providing affordable mortgages under the “eOselya” program and the procedure for issuing housing vouchers to certain categories of internally displaced persons from temporarily occupied territories.
This applies to IDPs from the temporarily occupied territories who have the status of combatants or persons with war-related disabilities.

At the same time, the ministry noted that for this mechanism to be fully implemented, amendments to mortgage legislation must be adopted.
This refers to the draft law “On Amendments to Certain Laws of Ukraine Regarding Real Estate Purchased with a Mortgage,” which is currently under consideration by the Verkhovna Rada.
“Even when the ‘Housing for IDPs from the Temporarily Occupied Territories’ program was launched, the groundwork was laid for using housing vouchers not only for the direct purchase of housing but also in combination with a mortgage. To achieve this, it is important to coordinate the mechanisms of the two state programs,” the Ministry of Development noted.
The adopted amendments will make it possible in the future to use a housing voucher as a down payment on a loan under the “eOselya” program.
In the future, during subsequent funding phases of the “Housing for IDPs from the Temporarily Occupied Territories” component—the next of which is expected in September of this year—people will be able to use housing vouchers as a down payment.
The procedure for executing such agreements and the notary’s role during the purchase of housing using a housing voucher have also been clarified.
The adopted amendments will take effect and become operational on July 17, 2026.
“It is important to note that this does not involve receiving two separate types of state assistance. The housing voucher will be used as part of the payment for housing—specifically to cover the down payment on a mortgage under the ‘eOselya’ program,” the statement notes.
The “Housing for IDPs from Temporarily Occupied Territories” program launched in December 2025. It provides housing vouchers to internally displaced persons from temporarily occupied territories who have the status of combatants or persons with war-related disabilities.
As a reminder: Earlier, Deputy Prime Minister for the Reconstruction of Ukraine Oleksiy Kuleba reported that 160 families who lost their homes due to the war and were forced to leave the temporarily occupied territories purchased new housing under the “eReconstruction” program, with 87% of the homes purchased on the secondary market.
On December 1, the program began accepting applications for compensation for lost housing in the temporarily occupied territories. Initially, the program will be available to IDPs from the temporarily occupied territories who have special status as combatants or as persons with war-related disabilities.
