The labor shortage in Ukraine can be partially addressed without relying on migrant workers. Domestic labor pools, such as students and people with disabilities, can be tapped into.

According to official data from the State Statistics Service, there are 2.8 million officially registered people with disabilities in Ukraine, and only 15% of them are employed. In Europe, by contrast, this figure reaches 60%. A preferential tax regime for employers who hire such people could change the situation, says Novak.
The second potential source is young people. Novak recalled the “learn while working” principle, which was popular back in the 1990s.
“That is, starting around our third year of college, all students who wanted to work had the opportunity to do so,” he noted.

In his view, this approach has become particularly relevant today—because the economy is rapidly becoming younger due to digitalization, and young people are much more effective in this regard than the older generation.
“The rejuvenation of economic processes is happening naturally. That is why this is also our additional resource for covering this labor shortage, this shortage of personnel,” Novak concluded.
