The “єОселя” Program vs. Renting: Where Is It More Cost-Effective to Live During the War?

In most relatively safe regions of Ukraine, the monthly housing payment under the “eOselya” program is either comparable to rent or, on average, 10–20% higher. In contrast, in cities near the front lines, rent remains significantly cheaper due to the security situation and lower demand for housing.

This was revealed by analysts at “OLX Real Estate” in their study, reports "Komersant Ukrainian" 

The study analyzed the median cost of long-term rent for a one-bedroom apartment in regional centers of Ukraine and the estimated monthly payment under the “єОселя” program at 7% for the maximum loan term of 20 years.

In the Chernivtsi region, the highest estimated payment under the “єОселя” program is 19,650 UAH, while in Uzhhorod , the most expensive median rent is 21 ,944 UAH per month.

In the Lviv region, the estimated payment is 17,100 UAH, and the median rent is 19,395 UAH. A similar situation is observed in the Ivano-Frankivsk region, where payments and rent amount to 14,700 UAH and 17,203 UAH, respectively.

Difference in cost between rear and frontline cities

In Zakarpattia , the estimated monthly payment is 15,700 UAH, while in Uzhhorod, rent reaches 21,944 UAH. In Kyiv, the payment under the program is 18,300 UAH, while rent is 16,000 UAH.

The largest gaps between rent and payments under the “E-Oselya” program are observed in frontline cities: in Kharkiv, rent is 6,500 UAH compared to a payment of 10,600 UAH, in Sumy—6,800 UAH versus 11,500 UAH.

“In most regions of Ukraine, the cost of paying for one’s own home under the ‘E-Oselya’ program is already comparable to rent or only slightly exceeds it,” analysts note.

As a reminder, applications for the compensation program for lost housing in temporarily occupied territories began being accepted on December 1.
