The World Bank has transferred $3.35 billion to Ukraine: where will the money go?

Ukraine received $3.35 billion from the World Bank as part of the First Policy Program for Job Creation and Private Sector Growth. This was reported by "Komersant Ukrainian", citing a statement by Ukrainian Prime Minister Yulia Svyrydenko.

Ukraine Received $3.35 Billion Following the Recovery Conference

According to Yulia Svyrydenko, the funding became possible after the signing of relevant agreements between Ukraine and the World Bank on June 24, 2026, during the Ukraine Recovery Conference (URC 2026).

The funds have already been transferred to Ukraine’s state budget.

How the funds will be spent

The funding will be directed toward:

  • supporting macrofinancial stability;
  • funding priority expenditures of the state budget;
  • ensuring the functioning of the state under martial law.

The government notes that the program is part of a broader collaboration with the World Bank to support the Ukrainian economy.

What reforms has Ukraine implemented?

To receive the funding, Ukraine has implemented a series of structural reforms.

In particular, the government and the Verkhovna Rada have adopted:

  • 13 laws;
  • 7 subordinate regulatory acts.

The reforms covered the following areas:

  • public procurement;
  • the development of factoring;
  • integration of Ukraine’s energy market into the EU market;
  • reform of the agricultural sector;
  • support for veteran entrepreneurship;
  • housing policy;
  • modernization of preschool and vocational education;
  • restoring the system for monitoring greenhouse gas emissions.

Ukraine Could Receive an Additional $1 Billion

The next phase of the program calls for the allocation of an additional $1 billion by the end of 2026.

To this end, Ukraine must implement the next package of reforms, agreed upon with international partners.

Part of the current funding was secured through state guarantees from the governments of the United Kingdom and Japan.

International support for Ukraine continues

As a reminder, Ukraine’s state budget previously received nearly $600 million in international aid, which was used to fund social payments to the most vulnerable segments of the population.

The government emphasizes that international financial support remains one of the key sources for ensuring the stable functioning of public finances during the war.
