“Reserve” Has Resumed Processing Deferrals for People with Disabilities: What Has Changed

Electronic services for people with disabilities are once again available on the “Reserve” app. Users can update their disability information and apply for a deferment from mobilization online without having to visit their local recruitment centers in person.
This was reported by "Komersant Ukrainian", citing the Ukrainian Ministry of Defense.
Which services are now available again in “Reserve”
The Ministry of Defense reported that, following technical updates, access to services that interact with state social registries has been restored in the app.
From now on, users can:
- apply for a deferment from mobilization on the grounds of disability;
- update their disability information through government electronic systems;
- use the automatic information verification feature.
In addition, operators at territorial recruitment and social support centers (TRSCs and SSCs) can once again verify this data through government information systems.

Why the feature was temporarily disabled
The Ministry of Defense explained that the service was suspended to resolve technical issues.
The cause was incorrect responses from government social welfare registries, which posed a risk of erroneous processing of citizens’ applications.
Once the technical work was completed, the functionality was fully restored.
More online deferrals are available on “Reserve”
The Ministry of Defense noted that the app had previously expanded the list of categories of citizens eligible to apply for deferments remotely.
Specifically, in May 2026, new categories of conscripts were granted the right to submit applications online, marking another step toward the digitization of military registration.
What is “Reserve”?
“Reserve” is a government mobile app for those subject to military service, draftees, and reservists, which allows users to:
- update military registration data;
- receive an electronic military registration document;
- apply for certain types of deferments;
- use the Ministry of Defense’s digital services without visiting a military registration and enlistment office.
