Secret US intelligence data: Putin is not going to end the war against Ukraine

14 March 2025 10:13

According to classified US intelligence reports, including one dated March 6, Russian President Vladimir Putin does not intend to give up his ultimate goal of dominating Ukraine. The Washington Post writes about this, citing sources familiar with the analysis, "Komersant Ukrainian" reports

One of the secret reports circulated among Trump administration politicians claims that Putin remains steadfast in his desire to maintain influence over Ukraine. This casts doubt on US President Donald Trump’ s diplomatic efforts to end the war.

Although the intelligence does not directly assess the prospects for the 30-day ceasefire agreed to this week between US and Ukrainian officials, it underscores the difficulty of the task facing the White House and raises questions about whether the Trump administration has a good understanding of Putin’s willingness to make peace.

On Thursday, Putin reacted cautiously to the ceasefire proposal. While not rejecting it outright, he hinted that Moscow might set certain conditions for any agreement. The statement came ahead of a scheduled meeting in Moscow with Trump’s envoy Steve Vitkoff to discuss the ceasefire plan.

Putin’s scenarios

Some current and former U.S. officials say that the Russian leader, even if he agrees to a temporary ceasefire, will use it to rest and re-equip his troops, and then likely violate the terms of the agreement by creating a provocation that he will blame on Ukraine.

The European intelligence source also notes that Moscow considers Trump a weak leader without clear principles who can be manipulated, and even if a permanent truce is reached, Russia will likely return to “hybrid” methods of undermining Ukraine.

Negotiations between the United States and Russia

on February 18, Russian Foreign Minister Sergei Lavrov and Russian Assistant Prime Minister Yuri Ushakov met in Saudi Arabia with an American delegation, represented by Secretary of State Marco Rubio, National Security Advisor Mike Volz and Special Envoy for the Middle East Steve Witkoff.

After the talks, the US State Department reported that the delegations agreed to “eliminate irritants” in bilateral relations and continue to work on preparing talks on Russia’s war against Ukraine.

The two sides also agreed to appoint high-level groups for further talks on Ukraine.

Jackie Heinrich, a Fox News correspondent at the White House, reported that the United States and Russia discussed a three-stage peace plan for Ukraine, which consists of the following stages

  • A ceasefire.
  • Holding elections in Ukraine.
  • Conclusion of a peace agreement.

on February 27, negotiations between the Americans and Russians continued in Istanbul. According to the Russian side, they discussed the normalization of diplomatic relations. The Kremlin also allegedly demanded the return of 6 properties that had been seized from Russians in the United States in 2016-2018, and also proposed to resume air travel.

on March 13, Putin met in Moscow with Trump’s special envoy Steve Witkoff. The parties have not yet made any statements about the results of this meeting, except for the words of Trump’s national security adviser Mike Volz that there are grounds for cautious optimism.

Trump’s proposals to Putin

According to inaccurate information from former US Ambassador to Russia Michael McFaul(he used the word “allegedly”), Trump offered Putin (McFaul’s wording is retained)

  1. ukrainian territory;
  2. ukraine’s non-membership in NATO;
  3. no American soldiers in Ukraine;
  4. withdrawal of American soldiers from Europe, including from frontline countries;
  5. easing of sanctions.
