Transportation Visa-Free Travel with Albania: New Opportunities for Ukrainian Businesses

On June 16, Ukraine and Albania signed an Agreement on International Road Transport. On the Ukrainian side, the document was signed by Serhiy Derkach, Deputy Minister of Community and Territorial Development; on the Albanian side, by Enea Karakachi, Minister of Infrastructure and Energy of Albania. This was reported by the Ministry of Community and Territorial Development, according to "Komersant Ukrainian"

The agreement establishes the legal framework for international road transport of passengers and cargo between Ukraine and Albania, as well as transit transport through the territories of both countries.

What Does “Transport Visa-Free Regime” Mean?

“Transport visa-free regime” refers to a simplified regime for international road transport, under which carriers are not required to obtain separate special permits to carry out bilateral or transit freight trips.

Simply put, a Ukrainian truck will be able to travel to Albania or transit through its territory under a simplified procedure. The same will apply to Albanian carriers operating on routes to Ukraine.

Previously, no Ukrainian truck or bus could legally enter Albania through an accessible mechanism without complex additional procedures. Now, the countries are establishing clear rules for such transport.

What Will Change for Ukrainian Carriers

Once the agreement enters into force, Ukrainian carriers will have easier access to the Albanian market. This could help businesses develop new logistics routes in Southeast Europe.

For carriers, this means:

  • less red tape;
  • easier access to the Albanian market;
  • the opportunity to develop new freight routes;
  • more favorable conditions for transit shipments;
  • an expanded presence for Ukrainian businesses in the region.

Albania has become the 37th country with which Ukraine will have a liberalized regime for road freight transport.

Does the agreement apply to passenger transport?

Yes. The document sets forth conditions not only for freight but also for passenger road transport between Ukraine and Albania.

This involves creating a legal framework for bus services and other forms of international passenger transport between the two countries.

This is important for both transportation companies and citizens, as it may facilitate the organization of routes between Ukraine and Albania in the future.

Why a Joint Commission Will Be Established

To coordinate practical matters, Ukraine and Albania will establish a joint commission. It will be responsible for cooperation between the competent authorities of the two countries in the field of road transport.

The commission will monitor the implementation of transport operations, coordinate the work of relevant agencies, exchange statistical information, and help resolve practical issues that may arise during the implementation of the agreement.

When the agreement enters into force

The agreement will take effect once Ukraine and Albania have completed the necessary domestic approval procedures.

In other words, the document has already been signed, but for the new rules to take full effect, the countries must complete the formal legal steps required by their respective laws.

Why this is important for Ukrainian logistics

Since the start of the full-scale war, road transport has become one of the key tools for supporting Ukrainian exports and imports. Due to the blockage of traditional routes and the need for new logistics corridors, Ukraine is actively expanding its network of transport agreements with partners.

The agreement with Albania opens up an additional route in Southeast Europe. This could be beneficial for trade, the delivery of goods, transit, and the integration of Ukrainian carriers into the European transport space.

What the Ministry of Development Says

The Ministry of Development emphasizes that expanding the geography of transportation is one of the state’s priorities.

“Expanding the scope of transportation is a top priority for the Ministry of Development and our team. We are consistently working to increase the number of countries with which we have direct connections. Albania is the 37th country with which we will have ‘transport visa-free travel,’”—said Oleksiy Kuleba, Deputy Prime Minister for the Recovery of Ukraine and Minister of Community and Territorial Development.
