In Kyiv, an official spent 1.2 million hryvnias on purchasing free plants

In Kyiv, the head of a municipal enterprise responsible for maintaining green spaces in the Desnianskyi District has been notified that he is suspected of embezzling public funds. Law enforcement officials discovered that the director paid 1.2 million hryvnias to a private company for plants that could have been obtained free of charge from the city nursery.
This was reported by the press service of the Kyiv City Prosecutor’s Office, according to "Komersant Ukrainian".
In the summer of 2023, the head of the municipal enterprise entered into a contract with an individual entrepreneur for the supply of trees and shrubs worth nearly six million hryvnias. However, the municipal enterprise “Kyivzelenbud” operates the city’s ornamental nursery “Teremky,” which specializes in growing plants needed for the capital’s landscaping.
“Some of the plants that the municipal enterprise purchased from the entrepreneur could have been obtained free of charge from the municipal ornamental nursery,” the prosecutor’s office noted.
This resulted in losses to the capital’s budget amounting to 1.2 million hryvnias.

Classification of the crime
The suspect’s actions are classified as embezzlement of another’s property through abuse of official position by a public official under martial law, on an especially large scale. The official faces:
- Imprisonment for a term of seven to twelve years
- Disqualification from holding certain positions or engaging in certain activities for a term of up to three years
- Confiscation of property
The pre-trial investigation is being conducted by investigators from the Desniansky District Police Department of the National Police in Kyiv.

The prosecutor’s office notes that such cases are not isolated.
Earlier, the Kyiv City Prosecutor’s Office filed an indictment against the head of the Road Maintenance Department, whose negligence led to an overpayment of three million hryvnias for traffic bollards.
Two officials from “Kyivzelenbud” and the director of a private company have also been notified of suspicion regarding the embezzlement of budget funds during the reconstruction of a recreational park in the “Natalka” area.
