The Ministry of Social Policy has explained what will happen to non-digitized employment records

The digitization of employment records will continue beyond June 10, 2026. Insurance coverage will not be lost. Paper documents will remain valid for pension eligibility, the Ministry of Social Policy emphasized, according to "Komersant Ukrainian".
“June 10, 2026, marks the end of the five-year transition period for transferring information from paper employment records to the electronic system. However, for citizens, this does not mean that after this date, work history will disappear, paper work books will no longer be accepted, or people will lose the ability to confirm their periods of employment,” the Ministry of Social Policy reported.
The digitization of employment record books will continue after June 10. A five-year transition period was established so that the state, employers, and citizens could gradually transfer a large volume of information from paper employment records to the Register of Insured Persons.
“During this time, employers and employees had the opportunity to submit scanned copies of employment records, and the Pension Fund had the opportunity to process this data and enter it into the electronic system. At the same time, the end of the transition period does not mean the end of work on employment records. If data from a paper employment record book has not yet been entered into the electronic system, it can still be submitted in the future,” the Ministry of Social Policy reported.

What You Need to Know
The Ministry of Social Policy explained that the digitization procedure remains unchanged. As before, information from a paper employment record book can be submitted for entry into the electronic system. This can be done by the employer or the individual themselves through the Pension Fund of Ukraine’s electronic services web portal. In other words, after June 10, people will not lose the opportunity to submit their employment record book for digitization.
Your work history won’t disappear
If you didn’t make it by June 10—your work history won’t disappear. Your accumulated work and insurance history isn’t lost just because your work record book hasn’t been digitized yet. The paper work record book can still be used as a document confirming periods of employment. In particular, when calculating a pension, the Pension Fund takes work history into account based on the work record book and other documents required by law.
Pensioners do not need to resubmit their work record books
People who have already been granted a pension do not need to submit their employment record book for digitization simply because the transition period has ended. When their pensions were granted, they had already submitted documents regarding their work history. These periods were taken into account when calculating their pensions and are stored in the Pension Fund’s databases. Therefore, pensioners do not need to contact the Pension Fund of Ukraine again unless there are other grounds for clarifying or supplementing the data.
As noted by the Ministry of Social Policy, the electronic work record book reduces the risk of document loss or damage and allows all employment history data to be stored in a secure digital format. The key point for citizens: after June 10, the process of digitizing work record books will continue; the paper work record book remains valid, and the accumulated work history is preserved.
