The Ministry of Digital Transformation has explained how to obtain certificates on “Diya.AI” and pay fines

From now on, users no longer need to navigate through the app’s menus or compile document packages on their own. The Ministry of Digital Transformation has launched “Diya.AI”—a personal AI agent that operates via chat right on your smartphone, the ministry announced, according to "Komersant Ukrainian".
“You simply describe a life situation, for example, ‘I need to get a subsidy.’ Then artificial intelligence takes over: it instantly analyzes the request, selects the necessary services, and handles all the bureaucratic work. You go about your life, while the government works in the background 24/7,” the statement reads.
What services are already available in the “Diya.AI” chat
The ministry notes that the main change is the system’s proactivity. The user formulates a request in the chat and instantly receives the result without having to navigate through multiple pages.
For example, to obtain a residence certificate for an adult or a child, simply send a request to the agent. The system will prompt you to select the person for whom the document is being generated, and within seconds, the certificate will appear in the chat window. From there, you can immediately download it to your phone, and the processing status is easy to track directly in the chat.
Similarly, the AI assistant simplifies the process of handling traffic violation fines. The agent works proactively and automatically sends a notification to the chat indicating the date and amount of the fine.
“The driver reviews the details of the violation, clicks the pay button, and the receipt is sent to the chat. If the car is registered to someone else, the system allows the driver to take responsibility or appeal the decision directly in the chat.”
How to start using “Diya.AI”
- Open the “Diya” app on your smartphone.
- Tap the “Diya.AI” icon in the middle of the bottom panel.
- Describe the situation in one sentence. For example: “I want to open a sole proprietorship” or “How to pay a traffic fine.”
- Receive a ready-made document or step-by-step instructions.

Add context
The ministry advises submitting requests that are as specific as possible. For example, instead of a general question about starting a business, it’s better to write: “I’m a veteran and want to start my own business.” Then the agent will instantly take your status into account and find relevant grants or benefits.
Communicate as you would with a person
The Ministry of Digital Transformation also advises not to be afraid to ask clarifying questions and engage in a full-fledged dialogue. If an agent mentions a grant of 250,000 hryvnias, feel free to ask about the conditions for receiving it.
Do not send sensitive information
Although the system is securely encrypted, for basic cybersecurity reasons, the ministry asks that you never send bank card numbers, passport numbers, or medical diagnoses in the chat.
The system guarantees anonymity
“Information security is our absolute priority. Although the new ‘Diya.AI’ service runs on Google’s Gemini language model, the app’s architecture is designed to guarantee the complete anonymity of your queries,” the statement reads.
The Ministry of Digital Transformation assures that the model does not physically see any personal data. All names and confidential information are instantly converted into encrypted digital codes that are fed into the model.
“It’s like a courier delivering a package from the post office: they only see the item being delivered, but they don’t look inside,” the Ministry of Digital Transformation states.
