The EU has announced when Ukraine will be able to receive the first tranche of the €90 billion

The European Union may disburse the first tranche of a €90 billion loan package to Ukraine as early as next week. This was announced by European Commissioner for Enlargement Marta Kos during a press conference, according to "Komersant Ukrainian".
According to her, Brussels expects to make the first payments as early as next week. Kos noted that everything related to Ukraine is the responsibility of the European Commission.
“We are moving in the right direction, and I hope that we will be able to send the first payments as early as next week,” the European Commissioner emphasized.
She stated that the funding will help Ukraine defend not only its own territory but also European values. At the same time, receiving the funds is contingent on the continuation of reforms that Kyiv, according to the EU’s assessment, is currently implementing.
“I would like to say that these funds will stop the war. However, unfortunately, I cannot say that. But this money will give Ukraine the opportunity to defend not only its own country but also Europe and European values,” the European Commissioner emphasized.
At the same time, she did not specify the exact amount of the first tranche.
As a reminder, on April 23, the European Council approved the provision of €90 billion in financial assistance to Ukraine. Repayment of this debt is planned to be covered by reparations from the Russian Federation.
It is worth noting that European Commission President Ursula von der Leyen stated in April that the first €6 billion of the loan would be disbursed to Ukraine as early as this quarter. These funds will be used to finance drones.
Ukrainian President Volodymyr Zelenskyy stated that Ukraine will allocate the first tranche to the development of domestic defense production. The production of drones and miltech technologies will be priority areas.

What is known about the EU’s 90-billion-euro loan to Ukraine
On December 19, 2025, EU leaders approved a decision to provide Ukraine with 90 billion euros in support for 2026–2027. The loan will be secured by the bloc’s budget reserve, not by frozen Russian assets.
On January 14, 2026, the European Commission adopted a package of legislative proposals that will allow Kyiv to receive this loan to cover financial and military needs over two years.
On January 21, the European Parliament endorsed a proposal for an EU Council decision authorizing enhanced cooperation to establish a €90 billion “Loan for Ukraine” for the period 2026–2027.
On February 11, Members of the European Parliament voted in favor of three legislative acts allowing Ukraine to receive a €90 billion loan in 2026 and 2027.
However, on February 20, it became known that Hungary had blocked the allocation of a €90 billion EU loan to Ukraine due to the lack of oil transit from Russia via the Druzhba pipeline.
