Ukraine and Germany to Launch the “Brave Germany” Program: What We Know So Far

Ukrainian and German Defense Ministers Mykhailo Fedorov and Boris Pistorius signed a letter of intent in Kyiv to launch “Brave Germany”—a joint program aimed at developing defense technologies and supporting innovative startups, according to "Komersant Ukrainian", citing Ukrinform.
Speaking at a briefing following the signing of the documents, Fedorov emphasized that as of today, Germany is the world’s leading provider of security assistance to Ukraine.
“Today, Germany is the world’s leading provider of security assistance to Ukraine. It accounts for about one-third of all aid to our country. I would also like to express my gratitude for the quality of the support and for backing key areas of our country’s defense. First and foremost—air defense,” Fedorov emphasized.
According to him, this involves the procurement of hundreds of missiles for Patriot systems, which were supplied and financed by Germany.

He also noted that Ukraine and Germany recently signed a major contract, which Germany has already begun to finance.
“Next year, we will begin receiving these missiles, and this is an unprecedented aid package for us,” Fedorov noted, adding that thanks to the funding for additional missiles, Ukraine was able to survive the winter and protect critical infrastructure.
“Last winter, on Mr. Boris’s (Boris Pistorius – ed.) personal initiative at the UDCG (Ukraine Defense Contact Group – ed.), in the Ramstein format, he initiated support for an additional PAC-3 package for our country so that in January, February, and March, when Russia attacked our critical infrastructure, we could receive missiles from European stockpiles. And this was an unprecedented initiative,” Fedorov emphasized.
He also expressed gratitude for other areas of assistance in air defense, including funding for interceptor drones, IRIS-T systems, and missiles for them.
“Germany has also begun funding middle-range and deep-strike capabilities, which are very important, and as our President says, these are our ‘long-range sanctions.’ Middle-range strikes allow us today to disrupt our enemy’s logistics. In other words, this is again about the quality of support, about funding the most critical areas,” Fedorov added.
According to him, Germany has also allocated initial funds to support the Defense Forces’ drone assault units to achieve more effective results on the battlefield. Additionally, the “Czech initiative,” long-range artillery, and other projects are being funded thanks to Germany’s assistance.
Fedorov assured that both sides are continuing to follow the plan approved at the last Ramstein meeting.
As the head of the Ukrainian Defense Ministry noted, in recent months the Defense Forces have shown a positive trend in defeating the enemy, and currently Russia lacks the forces to continue offensive operations.
“Russia lacks the forces to continue offensive operations. The Ukrainian army is wearing down the Russians. And the same is happening with deep strikes, because Ukraine has completely seized the initiative in this area as well,” Fedorov said.
He added that effective organization, the necessary weapons, and strong support from international partners will allow us to achieve all our goals and secure a just peace.
Joint production of Ukrainian weapons
Germany is one of Ukraine’s key partners in the field of defense support, particularly in the development of joint weapons production.

This refers to a model under which Ukrainian designs can be scaled up across Europe, allowing for increased production volumes, reduced logistical risks, and faster integration of technologies into the production chains of allied countries.
Particular emphasis is placed on unmanned systems, which remain one of the key elements of modern warfare and a priority of Ukraine’s defense strategy.
As part of this cooperation, the joint defense venture Quantum Frontline Industries was launched in Berlin on December 15, 2025, under the “Building with Ukraine” initiative.
In mid-February, Ukrainian President Volodymyr Zelenskyy visited the first German-Ukrainian drone manufacturing facility in Munich. He unveiled the first jointly produced strike drone.
It should be noted that the German manufacturer plans to establish two more joint ventures with Ukraine.
