7 July 16:32

On the sidelines of the NATO summit in Ankara, the United States, along with four allies, signed an agreement to establish a PAC-3 missile maintenance center in Europe for the Patriot air defense systems. This was announced on X by Poland’s Deputy Prime Minister and Minister of National Defense, Władysław Kosiniak-Kamysz, according to "Komersant Ukrainian".

The U.S. agreed to establish the center together with Germany, the Netherlands, Poland, and Sweden. According to Kosiniak-Kamysz, it will significantly increase capacity and accelerate the production and maintenance of missiles.

“We have signed an agreement with the United States, Germany, the Netherlands, and Sweden to establish a PAC-3 missile maintenance center in Europe for the Patriot systems. This will significantly increase capacity and accelerate the production and maintenance of missiles. We are proving right those who warned us that Poland is losing its defense capabilities. Our goal is not only to purchase modern weapons but also to manufacture and maintain them in Europe—with Poland’s participation,” the Polish minister added.

According to him, the parties want not only to purchase modern weapons but also to manufacture and maintain them in Europe.

New Defense Funding Mechanism

As a reminder, on the eve of the NATO summit in Turkey, the United Kingdom, the Netherlands, Finland, and Poland announced the development of a new defense financing mechanism. A joint statement was published by the Finnish Ministry of Defense.

The statement notes that the new project has been named the Multilateral Defense Mechanism (MDM). It is intended to serve as a tool to increase investment in defense, facilitate joint procurement, and boost demand for critical defense capabilities.

The goal is to launch the financing mechanism by 2027, following ratification of the agreement by member states.

“We are working with key partners to expand the circle of participants in the financial mechanism. Based on the technical design, we will move on to the next phase of planning and developing the funding mechanism with signatory partners this fall. We will ensure that the international defense financing mechanisms we are developing are parallel and complementary, and we will cooperate with other NATO member states so that our efforts enhance our capabilities and operational interoperability,” the countries stated in a joint declaration.

They emphasized that they are establishing the mechanism in response to the war Russia launched against Ukraine and to counter future threats.

“We reaffirm our commitment to developing defense financing and improving the cost-effectiveness of defense spending to modernize our collective defense capabilities. We remain committed to supporting Ukraine as it defends its sovereignty and repels Russian aggression,” the statement reads.

As is known, the NATO summit in Turkey will take place on July 7 and 8.
