Ukraine has imposed new sanctions against the Russian defense industry: the list includes 32 companies and 34 Russian nationals

President Volodymyr Zelenskyy signed decrees enacting the decisions of the National Security and Defense Council of Ukraine regarding new sanctions against Russians and companies linked to the Russian military-industrial complex. The restrictions apply to 32 Russian companies and 34 Russian citizens, most of whom are directors or founders of these enterprises. Who is targeted by the new sanctions

The new sanctions package targets companies and individuals who, according to Ukrainian authorities, supply products to the Russian military-industrial complex.

The restrictions apply to 32 Russian companies and 34 Russian citizens. Most of the individuals on the list are executives or founders of companies working for the Russian defense industry.

Specifically, this includes companies involved in supplying goods for:

  • S-300 and S-400 air defense missile systems;
  • “Topol, “Yars,” and “Iskander” ballistic missiles;
  • the production of propellants;
  • rocket fuel;
  • ammunition components.

Electronics and equipment suppliers are subject to sanctions

The Office of the President noted that the sanctions list also includes companies that manufacture or supply products for other sectors of the Russian defense industry.

The restrictions apply to companies involved in the production of radio-technical reconnaissance equipment, airborne platforms for special equipment, as well as entities that are part of supply chains for high-precision industrial equipment and electronic components that circumvent international sanctions.

Separately, the Office of the President emphasized that the list includes individuals who attempted to organize the lifting of U.S. sanctions against Russia and to soften the European Union’s stance toward Moscow.

Which Russian companies are subject to sanctions

The sanctions list includes 32 legal entities registered in the Russian Federation. Among them are companies that may be involved in supplying products, technologies, equipment, or components to the Russian military-industrial complex. The list specifically includes:

  9. LLC “Construction and Installation Trust Khimmashservice”
  10. Gefest-M LLC
  11. Unitest Group LLC
  12. Info Tech LLC
  13. Saula Company LLC
  14. LLC “Krost-D”
  15. Mius LLC
  16. Perm Industrial Technologies LLC
  17. Prom Engineering Group LLC
  18. Reitech LLC
  19. Sibenergomash – BKZ LLC

Personal special economic and other restrictive measures have been applied to these companies. These include, in particular, the freezing of assets, a complete cessation of trade operations, restrictions on the transit of resources, flights and transportation through Ukrainian territory, preventing the transfer of capital outside Ukraine, suspension of the fulfillment of economic and financial obligations, revocation or suspension of licenses and permits, a ban on participation in the privatization and lease of state property, as well as a ban on the transfer of technologies and rights to intellectual property.

Separate restrictions are imposed on public and defense procurement, a ban on transactions involving securities, and the termination of trade agreements, joint projects, and industrial programs in sectors related, in particular, to security and defense. Some sanctions are imposed indefinitely, while others are valid for a period of ten years.

Zelenskyy extended previous sanctions

In another decree, the president extended sanctions against 13 individuals and 21 legal entities whose sanctions were set to expire. These restrictions were first imposed in 2023.

The Office of the President clarified that four companies from this list have already ceased operations.

In particular, sanctions have been extended against Irina Babakova, Natalia Selivanova, and Vadim Giner, who are linked to the activities in Ukraine of the financial and industrial group VS Group Management LLC. According to the Office of the President, this entity was established by sanctioned Russian citizens—representatives of the former criminal group “Luzhniki”—Alexander Babakov, Mikhail Voevodin, and Yevgeny Giner.

Which Russians are subject to sanctions

The sanctions list also includes individuals—citizens of the Russian Federation—against whom personal special economic and other restrictive measures have been imposed. Among them are, in particular, Vladimir Alexandrov, Anton Antipchenko, Anastasia Bakhareva, Ivan Bykov, Oleg Bykov, Vitaly Bogatkov, Boris Buzinin, Vladimir Voronov, Alexey Gromov, Alexander Dmitriev, Vera Zalomova, Oleksandr Znutin, Yegor Zubkov, Oleksandr Kamenev, Olena Krylova, Mykola Kupriyanov, and Oleksiy Lebedev.

These individuals are subject, in particular, to asset freezes, a complete suspension of trade operations, prevention of capital outflows from Ukraine, suspension of the fulfillment of economic and financial obligations, a ban on participation in the privatization and lease of state property, restrictions on public and defense procurement, a ban on the transfer of technologies and intellectual property rights, as well as a ban on the acquisition of land plots.

For individuals, the sanctions also include the denial and revocation of visas, other bans on entry into Ukraine, and the cancellation of official visits, negotiations, and meetings regarding the conclusion of contracts or agreements. Some sanctions are applied indefinitely, while others are in effect for a period of ten years.

Why is Ukraine imposing these sanctions?

The new restrictions aim to weaken Russia’s ability to produce missiles, ammunition, electronic intelligence equipment, and other products for the war against Ukraine.

Sanctions against defense industry suppliers are important not only as an internal Ukrainian tool. Kyiv is also sharing information with partners to ensure the synchronization of such restrictions across international jurisdictions.

This means that companies and individuals on the list may face sanctions not only in Ukraine but also in EU countries, the U.S., and other partner nations.
